In the complex market situation, construction enterprises want to catch the opportunities and become the enterprises with high technology, strong financing capability and high management level. We should have a high-quality engineering talent team with comprehensive application of modern scientific theories and techniques, to understand the economy, management and humanistic spirit and scientific spirit. As a domestic company has economic, technical strength of construction enterprises, GB faced with the loss of technology talents and the dilemma of improving the overall management level and management problems. Meanwhile, performance appraisal is a key of human resource management in modern enterprises. To establish scientific and systematic performance appraisal system for engineering and technical personnel has become an important mean to many construction enterprises to retain core technology talents, promote the technological ability and level of the overall management.This article hopes to put forward suggestion to GE`s performance appraisal system of engineering and technical personnel through a comprehensive analysis of the present system of GB company, because it has a great theoretical and realized meaning for the company to enhance the basic management, to solve the problem of losing technology talents and to improve the core competitive ability. At the same time, it also hopes to provide a referenced idea and method of performance appraisal to other departments or other companies.This paper is divided into six chapters, the main content is:the introduction of the first chapter:describes the research background, significance, purpose and research ideas, framework and methods; carried on the domestic and foreign performance appraisal theory and practice research to overview. The second chapter resumes analysis of performance evaluation theory of the engineering technical personnel. And clarify the definition of the engineering and technical personnel and the meaning of the system performance evaluation, and analysis the purpose态characteristics and index of engineering and technical personnel performance appraisal. The third chapter mainly analyzes the current situation and features of the engineering and technical personnel in GB Company. Additionally, through the questionnaire method, analysis of the existing problems and the reasons. The fourth chapters come up with the countermeasures that improve the engineering and technical personnel performance appraisal system in GB Company. Also by revising the assessment dimensions, improving the appraisal content and indicators, enrich the main examination. And pay attention to measure application performance feedback and results. Then deficiencies the original appraisal system. The fifth chapter puts forward establish safeguard measures of the performance appraisal system in GB company, and guide technical personnel pay attention to performance appraisal, enhance performance appraisal application, and top management support. The sixth chapter, focus on finishing the conclusion and prospect of this paper.
