The Study Of Chongqing Undertaking Industrial Transfer Based On View Of Industrial Agglomeration

Industrial transfer means that some industries in developed regions, under market economy, adapting themselves to the changes of comparative advantage, transfer part of their production to the relatively less developed regions through cross-regional direct investment. The western region possesses advantages in resources, environment and low cost of production factors so that it is attracting a growing number of domestic and foreign enterprises to invest. With the increase of production cost and the restructuring efforts in south-east coastal areas, a number of labor- and resource-intensive industries are moving to Midwest, where labor and resources are rich. Meanwhile, because the strategy of Western Development, especially the strategy of encouraging foreign companies in the eastern part to invest in west, have been implemented, the western region undertakes more and more international industrial transfers and foreign companies speed up their investment in the northern and western part. This "progressive" industrial transfer provides opportunities for industrial development in the western region. If Chongqing can win the competition against other provinces, seize the opportunities of the eastern industrial transfer and undertake and develop selectively the related industries, it will be given new impetus for its rising.Firstly, the paper reviewed in detail the literature about the current domestic and foreign research on industrial cluster and industrial transfer. Secondly, the paper, adopting qualitative analysis and inductive analysis, analyzed the theories and concepts of industrial cluster and industrial transfer, the interaction between industrial cluster and industrial transfer and industrial cluster’s attraction to industrial transfer. The paper also elaborated on how Chongqing can make use of industrial cluster to attract more industrial transfers. Thirdly, analyzing and comparing the advantages and disadvantages of Gini Coefficient, Locational Quotient and Absolute Share in the analysis of industrial cluster. Ultimately, the paper chose the methods of Locational Quotient and Absolute Share to study Chongqing’s current industrial cluster and thus determine and position the overall trend of Chongqing’s industrial cluster. Then, according to the situation that Chongqing accept of internal and foreign investment, since it became a municipality, a systematic analysis of the strengths and weaknesses about that Chongqing undertake industrial transfer. Finally, the paper put forward of that Chongqing have a strong advantage to undertake energy development, equipment manufacturing and other industries. And propose countermeasures and suggestions of enhance the capacity of undertaking industrial shift in Chongqing.
