Research On The Coordinative Development Of Forest Resources Management System In Heilongjiang Forest Industry Region

As the most important natural resources, forest resources are multi-functional and multi-benefit, which has already been a consensus. The foundation of forest resources playing versatile roles is to improve forest resources management. Forest resources management is a basic forestry work, and is an important way to improve the efficiency of the configuration of forest resources and enhance the quality of them. Forest resources management involves forest management and non-forest resources management. From the perspective of the system theory, forest resources management systems can be divided into two subsystems, namely, forest resources management and non-forest resources management. There’s a mutual promotion between the two subsystems and a contradiction needing coordination. From the perspective of academic research, the coordinative development of forest resources management system is worthy of study. Heilongjiang forest industry region (hereinafter referred to as forest industry region) is the largest state-owned forestry in China; it has made great contributions for our country’s economic construction and social development. But when entering into 1980s, forest industry region has fallen into "two crisis" dilemma-forest resources crisis and economic crisis and hasn’t shaken them off so far. To solve this problem fundamentally, it is necessary to manage forest resources scientifically for the forest industry region. So, the paper studies on coordinative development of forest resources management system in the forest industry region. The research can provide ideas and lessons for promoting achievement of sustainable management and sustainable development economically and socially in the forest industry region.This paper is guided by sustainable development theory, coordinative development theory, system theory, ecological economy theory and public goods theory; use the combination of qualitative analysis and quantitative analysis also the combination of normative analysis and empirical analysis, and studies on coordinative development of forest resources management system in the forest industrial region. Firstly, this paper analyzes forest resources management system theoretically and analyzes its constitutes, relationships and characteristics; the connotation, the goals and the criteria about coordinative development of forest resources management system are defined and explained; on the basis of that, the issues such as natural condition, socio-economic condition, forest resource condition and historical evolution of forest management are analyzed; also the forest resources management condition and non-forest resources management condition is analyzed in detail. Secondly, on the basis of establishing coordinate development evaluation indicators system of forest resources management system, this paper puts forward general evaluation ideas and build evaluation modes; also we analyze empirically the coordinate development conditions of forest resources management system, and the result shows that:the overall development degree both in forest resources management subsystem and non-forest resources management subsystem emerge into uptrend, and the development degree of the former is higher than the latter; there’s a fluctuation in the coordination degree, indicating that the coordination status of forest resources management system is not stable;the level of overall development of forest resources management system in forest region has a tendency to improve; but it is not always in the coordinated development level upward trajectory. Then, factors affecting the development of forest resources management systems to coordinate has been theoretically analyzed, and on this basis, we build a forest industry region influencing factors of forest resources management system to coordinate the development of the index system, using DEMATEL empirical analysis method, mainly through reason degree and size of centrality to identify and distinguish the main factors of forest industry region coordinative development of forest resources management systems. Moreover, the paper introduces the whole idea and the main content to achieve of coordinative development in forest industry region; On the basis, the paper sets up the model of coordinative development of forest resources in the forest industry region. And coordinated development model to build the guiding ideology, design of mode,operation of mode, the key realizied elements of mechanism are analyzed. Finally, it builds a harmonious development of mechanisms for forest resources management system framework by the market mechanism, government regulation mechanisms, innovative mechanisms and multi-stakeholder mechanism composition. And we conduct an in-depth study of the connotation of each mechanism and the implementation mechanism and proposed a series of protection measures to promote the harmonious development of the forest industry’s management.
