Growing problem of global climate change is a serious threat to the survival and development of human, and the fundamental way to solve the problem is to develop low-carbon economy and reduce emissions of greenhouse gases. Since the reform and opening up, the economy of China has been greatly developed, and people’s living standard has also been greatly improved. However, with the rapid growth of the economy are enormous resources and environmental costs, China has become the world’s largest consumer of energy and carbon emissions, facing a shortage of resources and environmental pollution. Under this background, the Chinese government has clearly put forward that non-fossil fuels account for the proportion of primary energy consumption to around 20%, and carbon emissions per unit of GDP reduces 60%-65% compared with 2005 by 2030.According to the carbon emission estimation methods, the paper obtains the carbon emission data of 30 provinces(municipalities) in China from 2000 to 2013, and analyzes and compares the current situation of national and regional emissions of carbon. By using dynamic panel data model based on the STIRPAT model, the paper analysis the impact elasticity of the population, economy, industry concentration and technology innovation on carbon emissions. The results show that the impact elasticity of various factors on carbon dioxide emissions in different regions is different. Among the factors, the elasticity of technology innovation is negative, which indicates that technology innovation has certain inhibitory effect on growth of carbon emissions. Then through the impulse response function and variance decomposition based on the VAR model, the paper further analysis the dynamic effects of impact relation between technology innovation and carbon emissions. The results show that technology innovation impact on carbon emissions in the short term there is no effect. But then carbon reduction effect is more significant, and shock effect lasting. The paper also predicts the technology innovation capability and carbon emissions will increase year by year during the Thirteenth Five-year plan period(2016-2020). Finally, the paper summarizes the research results and provides targeted policy recommendations for the development of technology innovation and low-carbon economy.
