Along with the development of science & technology and the improvement of people’s living standard, the waste electrical and electronic equipment (WEEE) grows rapidly. China is in the stage of rapid economic development, consumer demand for electronic products and the speed of electronic product updates are increasing, which will generate a lot of WEEE. A lot of electronic waste makes our country face the huge pressure of electronic waste disposal. However, the recycling of waste electronic products in China has not been formed, the recycling method is backward, the decision makers should think and solve how to establish the management system for the recycling of waste electronic products.In this paper, we compare the recycling process of waste electronic products and experience, analyze the status quo and existing problems, and points out the positive significance of e-waste recycling management system. Yangzhou is the model city of China. The five kinds of electronic products, such as TV, washing machine, refrigerator, air conditioner, computer, are used to predict the sales volume of five kinds of electronic products in Yangzhou city with grey model, metabolic grey model and model without bias. And using gray neural network model to predict the five kinds of electronic products in Yangzhou. Based on on-site inspection of the waste recycling station, the layout of the recycling point is determined. The collection cover model is constructed to optimize the location of the waste electronic products in Yangzhou.The results show that in 2020, Yangzhou TV, washing machine, refrigerator, air conditioner, the computer’s waste are 57100,38000,43300,28400 and 106400, the total output of five kinds of electronic products is 273200 units. Yangzhou City Guangling district and Hanjiang District Cha He Zhen, Shi Qiao Zhen, Huai Si Zhen and other seven Town 76 waste electronic products recycling point layout are studied and determined. According to the location plan, the Yangzhou City can set up 7 recycling stations, the radius of service provided by every recycling station is 4km or so.The results of the electronic waste recycling network for the economic analysis and carbon emissions analysis shows that the total cost of the establishment of recycling network system is 1430400 yuan/year, carbon emissions is 10.63 tons/year, the construction of the recycling network of electronic waste recycling and environmental protection is of great significance.
