In the background of energy and resources shortage and ecological environment worsening, it has very important realistic and theoretical significance to explorate and to take good use of rural biomass waste to meet the demand of clean and high quality energy. In this paper, with the scientific development view and resource recycling theory as the guide, it is studied that how the rural waste resources are recovered scientifically and used rationally.On the basis of the analysis of rural biomass waste resources characteristics, the prediction and evaluation and the spatial and temporal distribution of rural biomass waste resources, the evaluation index system for recycling location is established, and used to optimize the location decision-making and to design the scientific recycling system. By comparison and calculation, the optimal recycling pattern for rural biomass waster resource is determined. Aiming at the problems of family methane in rural areas at present, the new pattern for family methane is presented. In order to solve the problems of investment shortage and financial straits for biomass resource industry in rural areas, the carbon emission trading mechanisms between urban industries and rural biomass industries is proposed based on the carbon abatement effect of biogas and the increasing demand of carbon emissions of urban industries. A case in Henan province is analyzed. The research is summarized and prospected in the last part of the paper.Research found that the best way of rural biomass wastes energy-oriented use is biogas production and the current household rural biogas utilization mode cannot adapt to the new situation of the rural areas well. The mode of corporate production and socialized service for rural biogas is a good utilization mode, which can adapt to the present situation of rural areas. The main contents in this paper are as follows:1. Establishing a location evaluation index system for rural biomass waste recycling system, and constructing the optimization model for locating and scale of the biomass waste recycling system based on rough sets and multi-objective mixed integer programming. First, the complete-information-drive index weights are obtained by using rough set information entropy and attribute importance method, and the priority sequence of location is obtained through expert group decision-making method. Then, multi-objective mixed integer optimization model for the recovery system location is established. This model fully considers recovery system efficiency and the average comprehensive benefits. The dual goals of constructing cost minimization and average comprehensive benefits maximization are achieved, and at the same time, it obtains the proper establishment scale and optimum recovery relation.2. The optimal recycling pattern for rural biomass waste is obtained through comparative study. There are four kinds of recycling patterns for the rural biomass waste resources, and the four patterns are studied, and after deduction and calculation, the manufacturer and distributor joint recycling pattern is a kind of recycling pattern that can increase farmers'incomes and reduce farmers'expenditures. What's more, this pattern is beneficial to the development of agricultural production and ensures the biomass waste recycling enterprises to realize the profit maximization. The manufacturer and distributor joint recycling pattern is a very ideal recovery pattern, which meets the current situation of rural biomass waste recycling and ensures the profits of farmers, manufacturer and distributors.3. Establishing a rural biomass waste resources use efficiency comprehensive evaluation index system, and constructing NLP - ESM rural biomass waste resources use efficiency comprehensive evaluation method based on the nonlinear programming. On the basis of the overall analysis of rural biomass waste resources using form and present situation, rural biomass waste resources use efficiency comprehensive evaluation index system is established and a method based on nonlinear programming of NLP - ESM comprehensive evaluation method is constructed. The method can work out the weights through converting the calculation process to a nonlinear programming problem. The results show that methane is rural energy construction development direction. The appraisal conclusion conforms to our country rural energy-using status and development trend, and it can provide important references for the relevant decision-making department to draw up a rural energy and biomass resources development planning.4. Putting forward the carbon emissions trading idea between urban industries and rural biogas companies, and designing carbon emissions trading mechanism between them. On the basis of analyzing biomass waste comprehensive utilization of resources conservation benefits and energy saving contribution, the carbon emissions trading mechanism between the urban industries and rural biogas enterprises is put forward and designed, and such as "national clean development fund" carbon fund are advised to set up. This mechanism makes urban industrial give rural biogas company certain financial support, and it will eliminate the urban industrial development of carbon emissions limits bottleneck, and can solve the insufficient capital investment problem, to a certain extent. It can greatly promote benign sustainable development of rural biomass waste recycling and comprehensive utilization.
