Equipment Supervision Practice And Analysis Of Thermal Power Plant Equipment In Indonesia

Based on "Going Out" and "One Belt One Road" Policy of Chinese enterprises and Indonesia power planning in 2015, there will be more and more Chinese enterprises to investment and construction in Indonesia power. In the process of power plant construction, the equipment of power plant are purchased in china and shipped to the power plant site. The ratio of equipment investment compared to the whole thermal power plant investment is large, especially in overseas projects, it is more than 70%. The project investment and construction success or failure is conditioned by equipment quality. Therefore, in the construction of overseas power plant, how to control and supervise the equipment quality in the whole process becomes a problem to be solved.Through analyzed control and management mode of international project and combined with project implementation in Indonesia, on the basis of BOOT mode, a project control and management mode based on whole process quality control was proposed. It strengthens the investment main body to carry out the project control in the whole process and is helpful to guarantee the project quality. For the control of equipment quality in Indonesia thermal power plant, a whole process quality control system based on equipment supervision control throughout the equipment design, manufacture, transportation, storage, installation and commissioning is put forward. Through equipment supervision engineers control the equipment quality in each link so as to achieve the purpose of control the whole project quality. The overseas project control mode, equipment quality control system and equipment supervision to control equipment quality in the whole process of design, manufacture, transportation, storage, installation and commissioning have been researched and analyzed. The supervision of Indonesian side for special equipment in thermal power plant construction has also been discussed. The rationalities and feasibilities of project management mode and equipment quality management system proposed in this paper have been proofed by the actual project in Indonesia.
