Smart grid, which influences greatly the development of power industry and the restructuring of China’s energy structure, is the future direction of grid development. Therefore, evaluating the construction and development of smart grid scientifically and objectively can help find its weak links and restraining factors timely and achieve a scientific and balanced development, which has a great significance in improving its economic efficacy and guiding its planning, construction, operation and management. This paper was based on an intensive study on the economic efficacy evaluation system of smart grid. Firstly, after analyzing relevant research results both home and abroad, it studied the target, characteristics and the connotation of China’s smart grid development, and put forward relevant study methods. Secondly, it built an evaluation index system of smart grid management from six aspects, namely, strong, reliability, efficiency, economy, environmental protection and interaction. Then, the paper analyzed the characteristics of economic efficacy of the smart grid in depth and built an economic efficacy evaluation index system of smart grid. The smart grid plans of power companies in 5 regions are economically evaluated using a model combining the TOPSIS method and gray correlation analysis, on the basis of the entropy weight method. The model reflects both the relations and differences between each evaluated plan and the best plan, and through the analysis of examples, this paper verified the feasibility of the model. Finally, it summarized the study on the evaluation of smart grid, and put forward some proposals about analyses of deviation and studies on the coordinate development of multiple attributes, which hopefully may guide the construction and development of smart grid in the future.
