Water supply industry has a significant feature of municipal services. It is a relatively traditional resource industry with social, welfare, service, irreplaceable characteristics. It compared with other general corporate with a strong natural monopoly, administrative monopoly and monopoly industries. Because of the structure, mechanism and the lack of performance managent expertise and other reasons, there are some problems with the department performance evaluation of Zhuzhou Water, such as subjective assessment, quantitative indicators, lack of strategic orientation and so on, which affect the results of the performance appraisal seriously and must be resolved soon. By Establishing a set of appropriate scientific performance appraisal system, it will help to promote the realization of the company’s development strategy and corporate vision, protect the water supply service and public welfare and benefit society better.In this article, the author carry out a comprehensive diagnosis and analysis to the problems and the causes existing in the department performance appraisal system of Zhuzhou Water Supply CO.Ltd through some questionnaire surveis and interviews.In response to it, according to BSC and KPI, and using the optimal sequence diagram, from two aspects of theory and practice, it completed an improvement research and redesign to the department performance appraisal system, and gives a profound exposition of the improved scheme in the article.The improvement results are mainly reflected in the aspects of the indicators design,the score standard, the weight of the indicators and so on. At the same time, it completed the building of the implementation and the security system. The projected improvement follows the performance management systematic thinking, and accords with the implementation of the performance management strict ly. The company strategy is a guide in the department performance evaluation system design.The improved performance appraisal system both has operability and effectiveness. It not only enhances the strategic orientation of the department performace indicators, but also improves the systematicness and scientificalness of the performance appraisal system of Zhuzhou water supply CO.Ltd, and provides a useful reference for other domestic water supply en terprise performance evaluation.
