Rural E-commerce Operating System Project Risk Management

With the ever-increasing of the circulation, the specific application of social security cards has become the focus of the further work of Ministry of Human Resources and Social Security. Currently there is huge bottleneck constraint called “last mile” in social security card’s application in rural area, which makes it hard to implement in rural area effectively. Meanwhile, the rural e-commerce is also one of the state’s current focuses. Governments at all levels have established policies to promote the healthy and orderly development of rural e-commerce, but the “last mile” problem also exists. In this case, how to solve the two “last mile” issues has become a growing concern of the state and society.The thesis proposed the social security based rural e-commerce operation scheme accordingly to the fully research of current situations of rural social security and rural e-commerce and the concrete practice in the project operation process. In addition, it designed the overall operating system with project management theory and analyzed the possible risk of project construction and risk control strategies, which provided the theoretical support for the effective implementation of society security in rural area and rural e-commerce.
