With the increasingly fierce market competition, enterprises pay more and more attention to human resource management. The performance management occupies the core position in human resources management system. Performance management is a kind of closed loop management thought and systemic methodology. For organizations, it has important value in the personnel management, strategic management as well as organization management. In the enterprise operation process, how to correctly evaluate the employees’ job performance, to manage employee performance improvement, to continue to inspire their work enthusiasm and ability to innovate, and to achieve the strategic goals of the company, has become the constant focus of companies. JMGS Bank is a state-owned commercial bank’s secondary branch. There exist many problems in its performance management system. How to solve the problems of its internal performance management and keep competitive is JMGS Bank’s most urgent problem to deal with.Based on JMGS Bank as the research object, this paper studies the present situation of performance management of JMGS Bank, adopting literature review, case study, investigation research and individual interview method, combining performance management theory. As a result, the following problems exist in JMGS Bank’s performance management system: taking performance assessment as performance management, lacking reasonable index in performance assessment, not enough communication and feedback in the process of performance management, allocation unfairness and lacking of performance results using, etc. Then, the causes of these problems are investigated. To solve these problems, the Key Performance Indicator method is used to design the specific performance management system optimization scheme. In the following part, this paper formulates a few detailed operating guarantee programs, including strengthening the construction of corporate culture, establishing performance management organization guarantee system, establishing performance management support platform and enhancing the performance management training. The aim of this study is to solve the problems of JMGS Bank’s performance management, and at the same time to provide certain references for similar enterprises.
