The Research Of Financial Measures To Promote Guangxi-Asean Trade Facilitation

Nowadays trade facilitation, a new and hot question for study, is discussed by more and more scholars from different fields. The further research on the development and the theory of this question can lead to the right way to realize trade facilitation, and benefits the trade of a country or a region greatly. Since being put forward, the concept of trade facilitation has attracted lots of attentions of scholars from different domains and induced them to explore further, making this notion universalized and developing on and on. With the establishment of CAFTA and the launch of its upgrading, customs duty rate in this zone drops heavily, making it difficult for the traditional method to increase the trade and investment among members of CAFTA by deprecating tariff. Hence, trade facilitation, as a new means to improve the bilateral trade volume, has become the research focus recently. Researching on the demands and the influencing factors of the trade facilitation between Guangxi and Asean puts up a new platform for CAFTA’s trade facilitation at the level of financial factors. By doing so, the active affections of financial factors in promoting China-Asean cooperation is enhanced, and the integration of the resources and powers relating to Guangxi and Asean is improved greatly, progressing the mutual development and win-win cooperation between the two sides. In addition, with the strategic plan of OBAOR(One Belt And One Road) being put forward, Asean will be emphasized by China according to her strategy of opening to the surroundings, making it necessary for all works of life to pay high attentions to its economic and trade cooperation with Guangxi. This plan offers Guangxi an important task--building a great international route connecting Asean countries, creating a new strategical pivot for the opening and development in middle-of south and southwest, and forming a pivotal gateway linking Maritime Silk Road with Silk Road Economic Belt, by exerting the unique geological advantage of Guangxi-- bordering Asean upon both sea and land. Guangxi has become the pilot area of Chinese comprehensive financial reform in in Yanbian district, with its prerequisite supporting policy to promote CAFTA’s trade facilitation at financial level.Considering the international background and the setting in the free trade area, this thesis focuses on the influencing factors of trade facilitation, extracting financial elements from it. On the base of analyzing and discussing trade facilitation of Guangxi-ASEAN free trad region comprehensively and systematically, this paper puts forward some financial measures, which is of great meaning. It introduces the definition and development of trade facilitation, clarifies the theoretical framework and makes a literature review, analyzes the current trade states between Guangxi and Asean countries, and evaluates on the level of trade facilitation between Guangxi and ASEAN countries, with VEC model being established to do some empirical analysis. Based on the results of empirical study, this thesis puts forward six measures to improve and promote CAFTA’s economic and trade cooperation, they are ports building, legal mechanism, financial innovation, talent cultivation, enhancing international communication, with financial support as the theme.
