The Research In Evaluating And Promoting The Technical Innovation Capacity Of Small-Micro Enterprise

In the era of knowledge economy, technical innovation capacity has become increasingly important, and has become a means for enterprises to profit in the fierce competition of the market, especially for small-micro enterprises, whose main business is transforming the technological innovation achievements into market. Technological innovation capability is the core for small-micro enterprises to improve the market competitiveness. So, the evaluation on small-micro enterprises has a dual significance of theory and reality.Based on analyzing and summarizing the research results of domestic and foreign scholars, this article analyzed component elements and characteristics of small-micro enterprises’ technological innovation capability from the perspective of technology innovation process, and then built small-micro enterprises technology innovation capability evaluation index system, focusing on five aspects:innovation investment, innovation management, R&D and manufacturing capabilities, innovation output capability and innovative external environment. Then proposed triangular fuzzy numbers and their fuzzy nearness analytic hierarchy process to determine the weight of index, the characteristics of this method is the use of expert judgment information to determine the weight of their own experts, effectively solved the key problem in uncertain group decision-making process of how to gathered each expert’s opinions; and next, this article evaluated small-micro enterprises’ technological innovation capacity with the fuzzy comprehensive evaluation method by assuming data. Finally, combined the results of this study、the characteristics of technological innovation in small-micro enterprises, and the current implementation of the policies, this article put forward some countermeasures to promote the technological innovation of small-micro enterprise.
