This paper is aimed at the present situation innovation ability, Correct analyze and evaluate the scientific and technological innovation ability of small and micro enterprises,it can promote the enterprise fully recognize the lack of innovation ability, and on this basis, carry out innovation activities by independent to really achieve innovation, in view of the lack of innovation to take measures, effectively promote innovation in the enterprises, so as to promote the whole city in the development of technological innovation, scientific and technological level and high-tech industries.In this paper, in combination with the domestic and foreign research, First of all, the definition and connotation of scientific and technological innovation ability of small and micro enterprises are defined. Secondly, this paper analyzes the development trend of innovation ability and existing problems for the technology-based small micro enterprise, and raises internal and external influencing factors for the small micro enterprise innovation ability. On this basis, This article from two aspects of the enterprise internal and external to carry out, to build evaluation index system of scientific and technological innovation ability of small and micro enterprises,which contains 2 primary criterion layer,7 secondary criteria and 22 indices. Then, based on the field survey for Dalian science and technology small micro enterprise to get data of innovation ability.through combining the entropy weight method objectively and G1 subjective weight method to evaluate 63 small micro enterprise innovation ability analysis. Finally, the 63 small micro enterprise innovation ability is divided into "good, good, general, poor, very poor" five grades, at the same time, given the suggestions for small and micro enterprises to enhance the ability of innovation and commercial banks to strengthen cooperation with small and micro enterprises.
