China is one of the countries who faces the most serious contradiction between water supply and demand.In the meantime,there is serious water pollution problem.The effective use and pollution control of water resources are the key to solve these problems.Industry is the support of our national economic development as well as the main user of water resource.In 2014,the industrial water use accounted for 24% of China’s total,which is 20.71% in 1998.Industry is the main source of water pollution at the same time.Therefore,in a condition that industrial economic develops positively,it is necessary to perform water-saving management and sewage control to promote rational allocation of water resources and sewage treatment technology.The key solution to these work is to increase green total-factor water efficiency(GTFWE).Hence,industrial green total-factor water efficiency has great research value.Firstly,we examine the internal mechanism of industrial green total-factor water and build the theoretical framework of industrial green total-factor water efficiency after analyzing its factors;secondly,we establish the measurable model of green total-factor water efficiency in order to estimate the efficiency of industrial green total-factor water;thirdly,based on the approach of panel data,we empirically analyze the influencing factors of industrial green total-factor water efficiency;finally,we study the improving path of industrial green total-factor water efficiency which is on the basis of four-stage model of DEA.With regard to the theoretical analysis of industrial green total-factor water efficiency,the paper firstly defines the green total-factor water efficiency according to total-factor efficiency and describes its features.Secondly,we elaborate,both from the scale-effect perspective and substitution effect perspective,the internal mechanism of industrial green total-factor water efficiency,and the influence that spatial geography,the development level of industrial economy,industrial structure,the investment of industrial infrastructure,industrial system,industri al development degree,the level of open economy,industrial agglomeration,industrial human capital,governance policy of resource environment and other factors exert on green total-factor water efficiency.Based on that,we build theoretical framework of the whole paper.In terms of measuring the industrial green total-factor water efficiency,we build the measurable model in order to estimate the overall and provinces’ efficiency.Considering the industrial green total-factor water efficiency,we analysis its spatial correlation by using the approach of “Moran’s I” and the reason for inefficiency which is analyzed from the two aspects of the redundancy of industrial water resources inputs and redundancy of industrial effluent discharge.As for the empirical analysis of factors affecting industrial green total-factor water efficiency,we establish the panel data regression model of factors of industrial green total-factor water efficiency,and measure the incidence exerted on green total-factor water efficiency by spatial geography,the development level of industrial economy,industrial structure,the investment of industrial infrastructure,industrial system,industrial development degree,the level of open economy,industrial agglomeration,industrial human capital,governance policy of resource environment and other factors.As the results of empirical contribution shown,firstly the increase of residents’ income promotes the industrial green total-factor water efficiency;secondly the adjustment of industrial structure and the intension of industrial agglomeration both improve the level of green total-factor water efficiency;thirdly the investment of industrial infrastructure and governance policy of resource environment respectively has a positive effect on industrial green total-factor water efficiency;finally the negative impact is not obvious which technical progress,industrial development degree,the level of open economy and industrial human capital exert on the efficiency of industrial gree n total-factor water.With the purpose of promoting the industrial green total-factor water efficiency,the article breaks up the variety of industrial green total-factor water efficiency into two sections by the four-stage model of DEA-SBM.The first part is called environmental efficiency of green total-factor water which is triggered by the change of environment.While the second part is called management efficiency of green total-factor water which is caused by internal management.The results of the empirical analysis show that,the management efficiency of green total-factor water is lower yet the environmental efficiency of green total-factor water is higher,which indicates that the promotion of green total-factor water efficiency is resulted by environmental changes,and the efficiency of green total-factor water exists regional difference.For example,the efficiency of industrial green total-factor water in east is higher yet the environmental efficiency of industrial green total-factor water in west is lower.Combined with the results of empirical analysis,we propose the provinces’ strategies so as to improve the green total-factor water.For eastern regions,we could make improvements in internal water management.However,we should integrate the external environment improvement and internal management system to promote the efficiency of green total-factor water in west. |
