Various garden shows are developed rapidly in China and their social concern is also getting higher and higher. In order to understand the development motivation and social impact of garden shows, on the basis of power, government and regulation, using literature review, theoretical research, data analysis and induction summary method to analyze International Horticultural Exposition 2014 Qingdao in land, power, capital, government regulation and benefit, the results are as follows:(1) Government is leading the garden shows in the beginning of the site selection. It is expected to take garden shows as an opportunity to drive the economic relative backwardness areas caused by unbalanced development of cities, promote the balanced development of urban economy and environment.(2) It is different from the capitalist society in which the space is developed based on the flow of capital. The development of urban space in China is developed by the leading of government power. Government is always playing the leading role in the process of space production in Chinese garden shows.(3) The market operation mode of garden shows is the most favorable development mode, which can not only reduce the government investment, but also attract the investment of social capital to effectively promote the development of the city.(4) The exhibition is a space production behavior in the leading of government and the government regulation is an indispensable arrangement. Government set the economic regulations towards the investor and the corporate sponsors, the social regulations towards the traffic and activities, the administrative regulations towards the authority departments to ensure the sustainable development of exhibition area.(5) As a large space production project, the garden shows’ economic, social and ecological benefits are quite obvious. In 2014, Green Coverage Rate in Licang District increased from 37.2% at the end of 2008 to 41%; Tourism Industry accounted for the proportion of GDP from 3.6 up to 4.3 and the average price of surrounding real estate is almost higher than RMB10,000/m2 in which the average price of Green Ideal City was increased to RMB15,000/m2 from RMB5500/m2 in the first open in 2009, which greatly realized the capital increment.To sum up, the garden shows are continuously developed in the drive of the interests:In the course of operation, the government is tracing for the social benefit, the enterprise is tracing for the economic benefit and the public is tracing for the ecological benefit. Each class can enjoy the effects of the huge space production brought by garden shows. Meanwhile, in addition of the characteristics of the general commodities, the garden shows also has the characteristics of the public and equal public commodities, which can create a certain social effect and establish a garden construction model. That is Government can use the power to mobilize all kinds of resources to the park construction and promote the appreciation of the surrounding lands through the building of the park, which can enhance the city image, promote the urban development and keep the fairness and just of the social space.
