Since the reform and opening up, China’s state-owned enterprises have made great achievements, which have played an important role in ensuring the rapid, sustained and healthy development of the national economy. Reform into the deep water area, the national economy into the new normal period of critical period, the responsibility of the state-owned enterprises is more significant. Administrative department is enterprise within the central nervous system, plays an important role in leadership, decision-making, planning, coordination, logistics and other, state-owned enterprises adhere to the "cadres" principle, leadership of the party are mostly contained in the administrative department, which makes administrative department’s position and function in the state-owned enterprises become more and more prominent. So to improve the efficiency of state-owned enterprises, it is necessary to improve the performance management system of administrative departments, and effectively play the role of administrative departments in various aspects.Performance management is the core part of enterprise management, is an important measure to implement the enterprise strategy, strengthen the executive power of administrative departments, and fully tap the potential of enterprise employees. Because most of the administrative work for the transaction, temporary work, content refinement, cumbersome, work is not obvious, difficult to quantify, so the administrative departments have been the difficulty of performance management. Although the academic circle for performance management, state-owned enterprise administration research has been more in-depth, but for the state-owned enterprise administration department performance management research is few.Through access to a large number of domestic and foreign related research literature, combined with public information of some state-owned enterprises, systematically summarizes the status of performance management for the administrators of state-owned enterprises, problems and related causes. Ultimately, the construction of state-owned enterprise administrative staff performance management system, the paper gives some suggestions and to X Company as an example, combined with the author in X company internship experience, knowledge and a questionnaire survey, analysis of the status quo of X enterprise administrative staff performance management, problems, reasons and suggestions to improve. This paper is divided into six parts, the first part is the introduction, mainly for the research background and significance, the domestic and foreign research review, research purpose, research contents and methods; the second part discusses related concepts, performance management of state-owned enterprises, administrative management and administrative staff of state-owned enterprise performance management specialty is discussed; the third part for the problems and causes of the development of state-owned enterprises, administrative staff performance management; the fourth part is the perfection of the administrative personnel in the performance management of state-owned enterprises; the fifth part is the case analysis, analysis and summary of X company administrative staff performance management status, problems and reasons, and puts forward the improvement measures; The sixth part is the conclusion, analysis and summary of the full text, analysis of the deficiencies in the paper.
