Development Status And Countermeasure Research Of "Village To Village Bus" Policy In Hubei Province

Traffic is the blood vessel of modern society, it works as harbinger for transformation speeding of agriculture’s development ways. The proportion of rural population in China is very large, so passenger transport condition in rural areas will relate to and affect directly the development of rural economy and society, as well as the improvement of farmer’s GNH. Imperfection of road infrastructure in rural areas and poor rural passenger transport condition are the key factors which currently restrict the agricultural development in our country, so to do policy and problems research of "Village to Village Bus" well is positively meaningful to the improvement for the traffic condition of rural areas, the promotion of rural economy and society, the raise of farmers’ income, the improvement of people’s livelihood, the gap bridging of rural-urban disparity as well as the building of a new socialist countryside.Currently, most scholars in China took urban traffic and regional traffic as their main research, regarding to rural traffic they mainly focus on village to village road, and road building and managing, as "Village to Village Bus" is a new policy, so there are not so many existing theories and articles about it. In 2014, Hubei started pilot program of "Village to Village Bus" in the whole province. In 2015, provincial commission and government of Hubei province took "Village to Village Bus" as subject content of "Project No.l" and "Thirty Thousand Project", which started the construction wave of "Village to Village Bus" in the whole province. So research for development situation of "Village to Village Bus" in Hubei province is typical, and it has reference effect for scientifically enacting rural passenger transport development plan, and it also will act as a positive role to better improve the rural passenger transport development.This essay summarizes "Village to Village Bus" policy from aspects of nature, objective and significance, analyzes "Village to Village Bus" policy by using correlation theory in public management, describes the current development status of "Village to Village Bus" in detail, and analyzes the problems existed in the process of implementing of "Village to Village Bus" policy from aspects as lack of fund guarantee, low quality of rural highway construction, lack of roadway safety facilities, maintenance management system not perfect, development patterns too single, imperfection of basic facilities, outstanding safety issue, unscientific passenger transport plan and layout and relating system imperfect. This essay also studies the effects of "Village to Village Bus" policy and how to develop it in a long-acting way, and it also provides references for better carrying out "Village to Village Bus" policy in Hubei province.The effect of carrying out "Village to Village Bus" in Hubei province is obvious, but it also reveals some problems in practice. Hereby I put forward below policy suggestion by using correlation theory in public management:1. To establish long-acting mechanism of rural road custody.2. To consolidate the achievement of "Village to Village Bus" policy by building a variety of operating mode, perfecting the construction of infrastructure, ensuring safely operating and planing and laying out scientifically.3. To do performance evaluation to the carrying out status of "Village to Village Bus" policy.
