Scientific and effective evaluation of the external economic of wind power project is helpful to improve the efficiency of wind power companies and promote a sustained and healthy development of wind power industry. It is also beneficial to protect environmental resources and ensure national energy security. The evaluation system has the interaction among the indexes, as well as the evaluation of the target is difficult to define precisely. Therefore, the method of analytic network process and fuzzy comprehensive evaluation are adopted to evaluate comprehensively the external economic of wind power project. Firstly, determining the index weight with ANP can overcome the flaws of AHP, which can not reflect the interaction among the indexes. In this way, it reflects the interaction among the indexes more objective. Then build the evaluation model with fuzzy comprehensive evaluation method based on ANP to assess the external economic of wind power project with fuzziness. And by means of Super Decisions software, the effectiveness and scientific of the evaluation model is verified through an example. Finally, according to the "market failure" caused by the negative external economic of wind power, research on the corresponding compensation policies and make some concrete suggestions. |
