Guidance Mechanism To Promote The Renewable Energy Supply And Consumption In China

Nowadays, in China, the total energy consumption is increasing, the condition of using coal as main energy source in China has keeping in a long time, the problems such as low efficiency of energy utilization has caused environmental carrying capacity close to the limit, long time and a wide range of fog highlights the contradiction between energy consumption and environmental protection needs to solve immediately. In June 2014, Xi jinping, chairman of China, put forward several requirements about the energy revolution, the most important of which is to promote energy consumption revolution, curb unreasonable energy consumption, promote energy supply revolution, build wheeled energy supply system, that is to say promote the new energy supply and consumption is to achieve energy revolution. Released that same year of the national plan on climate change (2014-2020) from the national development and reform commission put forward that by 2020 will reach the integration of wind farm into power grid for 200 million kW, reach the integration of solar power generation capacity to 100 million kW, biomass power generation capacity of 30 million kW, per unit of GDP carbon dioxide emissions to 40%～45% lower than in 2005 and a series of planning objectives. Under the background of the electricity market reform, power grid enterprises as a bridge that crosses from the supply-side and consumption-side, to explore the measure to promote new energy supply and consumption of power grid is of great importance in to achieve the goal of planning.On the basis of analysis foreign developed countries’experience on renewable energy promotion measure, this article innovatively carry out the study work from the government, market, power grid three dimensions, design guidance strategies of promoting the development of renewable energy, such as finance and tax mechanism and electricity trading mechanism. Side of the government policy mechanism including renewable energy electricity price mechanism, the premium subsidy mechanism and green taxation system; Market-side including physical market mechanisms such as bilateral trade, cross-regional market transactions, spot transactions, and ancillary services trading,and financial market trading mechanism such as contracts for differences.Finally, this article takes X province as an example, the price model was analyzed empirically, and measured the impact of carbon tax may have on China’s economy environment-renewable energy by applying CGE model, analyzed its economic effect, energy structure effect and energy substitution effect, etc. What’s more, take X province as an example, this paper discussed the function of electricity market trading mechanism in promoting renewable energy, to promote the renewable energy supply and consumption, need the coordinated operation of government regulating control, electricity market incentive mechanism and power grid company guidance, ensure the virtuous competition on the power market, the healthy development of renewable energy enterprises, economic and stable operation of power grid.
