The employment issue is not only tightly related to the individual development,but also has great impacts on the harmony of a family and the advancement of a society. College graduates, the main factor in the employment, are highly valued by our country. In recent years, the official’s attention has been shifted from the employment rate to the employment quality gradually. Meanwhile, there comes a series of fiscal policies implemented to promote the employment quality of college graduates. And, focusing on the employment quality of college graduates, domestic and overseas scholars have done quite a lot research. However, there are still some debates about the evaluation system and the fiscal policies’ impacts.On the basis of the senior’s research, the definition of fiscal policy and the relevant theories of multiplier effect are to be outlined firstly. And then mainly from the prospective of narrowed fiscal policy, the fiscal policy theories which have influence on the quality of the graduate students are to be analyzed from two aspects,fiscal expenditure and national taxation.Secondly, I have done a comprehensive survey, with less policies’ effects covere d, about the main contents and the implement process of our national employment pol icies. Furthermore, I have made a preliminary exploration in the scientific evaluation system on the quality of employment. By using the relative data and index, the corresponding scores of the undergraduates in our country in the recent 7 years under this evaluation system has been calculated, with the combination of which the current employment situation of the undergraduates is further evaluated.Then, after the brief regression analysis of how financial policies would affect the employment quality of college graduates, I found that the fiscal expenditure and tax revenue do not make much impact on the employment quality of college graduates in practical life. And it’s mainly attributable to the inappropriate relations among fiscal expenditure, tax revenue and employment quality, also the limited fiscal and taxation investment effect and the underdevelopment of social security system as well.Finally, I put forward several suggestions on developing the employment quality of college graduates through national fiscal policy on the base of theoretical analysis and theoretical analysis mainly from 3 aspects.
