Abstract/Summary:
This paper aims to provide a comprehensive and systematic analysis policies for the development of rural and poverished region in Thailand, analyze present issues and propose a further improved rural poverty reduction policy ideologies. According to the objectives of this article, the paper uses normative and practical analyses, documented case studies, and other research methods. Firstly, this paper examines an overview of various nations and representative schools of anti-poverty reduction policies; furthermore it provides a summary of decades of Thailand’s progress on anti-poverty policy, through comparative analysis of Thailand’s anti-poverty methods for the greater understanding and improvement on Thailand’s rural poverty reduction policies.Secondly, through the basic concepts of poverty, its types, factors, and standard of poverty and the overview of basic methods of measurements, and according to the current situation of Thailand, introduction of the government’s theory of rural poverty reduction policies, review the history of the evolution of rural anti-poverty reduction policy, and summary the fundamental experiences of Thailand’s policy of poverty reduction. Through the analysis of the current situation of anti-poverty alleviation in Thailand, we can observe that there is a major problem with the anti-poverty policy, the most prominent ones are as following:the goals of the anti-poverty reduction policy are ambiguous, the standard of the policy is one-sided, a single implementation of the policy, and the process is complex and its effects are superficial, and many others.Finally, the paper proposes to improve the overall train of thought of Thailand’s rural anti-poverty reduction policy and corresponding countermeasures; for example, aiming implementation of the policy towards the poor; establishing a comprehensive standard of evaluation for anti-poverty reduction policy; cultivating multiple active anti-poverty reduction bodies; constant improving of the aspects of implementation of the policy, accelerating the establishment of ecological compensation mechanisms; and proposing a continual strengthening of the leading role of government in the process of poverty alleviation.The main focus of this paper is on Thailand’s urban and rural development fund as the main policy in anti-poverty reduction policy, micro finance as a development fund for the main project, the use of empirical and qualitative analysis method through the analysis of the cases of rural areas in Thailand, and propose a comprehensive and optimal proposals for the development of rural anti-poverty reduction policy in Thailand.
