After the great policy of China’s reform in 1978,agriculture has made tremendous progress,not only achieving the miracle of successfully supporting 22% of the world’s population with 7% of the world’s cultivated land,but also meeting the demand for agricultural modernization in the process of rapid industrialization and urbanization.However,China’s agricultural economic growth stems from the large investment in resources and labor,especially the input of chemical fertilizers,pesticides,agricultural film and other means of production not only brings serious environmental problems but also poses a greater threat to the quality and safety of agricultural products.As socialism with Chinese characteristics has entered a new era and the major contradiction in agriculture has changed,the 19 th national congress of the communist party of China duly made a major decision on the Village Revitalization Strategy,emphasizing the transformation from extensive mode of economic growth to an intensive mode of operation featuring resource conservation,environmental friendliness and efficiency improvement.Therefore,in the face of new situation and new situation,it is of great practical significance to analyze the source and internal mechanism of agricultural green total factor productivity growth,grasp the spatial and temporal differences of agricultural green total factor productivity,and study the factors of agricultural green total factor productivity growth.This paper first summarizes the existing academic achievements and comments on the basis of clarifying the concepts related to agricultural productivity,economic growth theory and other related theories,and then puts forward the place where the article can make improvements.Secondly,the paper analyzes the current situation of narrow sense agriculture,which mainly focuses on planting industry,from three aspects: the level of agricultural economic development,the level of resource utilization and the state of environmental pressure.Then use non-radial and non-angular SBM model and combining the GML productivity index of Chinese provincial agricultural green in 2000-2016 total factorproductivity measure,break it down for the technical progress and technical efficiency,from the perspective of time and area and not considering the agricultural total factor productivity of resources and environment constraints were analyzed,and sample T test method will be two cases,differences of the total factor productivity.Finally,the panel Tobit model is used to analyze the impact of six variables,including agricultural economic development,human capital level,government fiscal expenditure,urbanization process,foreign direct investment and agricultural product import,on agricultural green total factor productivity in China and different regions.The main conclusions of the study are as follows:(1)From 2000 to 2016,planting industry,as an important part of agriculture,forestry,animal husbandry and fishery,achieved rapid development.The utilization rate of three major production factors(land,labor and capital)kept rising,and the agricultural output value created by each factor of production kept increasing.The use of pesticides and other means of production,soil erosion and agricultural waste have caused serious environmental degradation problems,but this problem has eased as the economy enters a new normal.From the regional perspective,the agricultural development level,resource utilization efficiency and environmental benefits in the eastern region are higher than those in the central region,while the central region is higher than the western region,showing signs of deterioration from east to west.(2)Since 2000,the total factor productivity of agricultural green in China’s provinces has shown a fluctuating growth,with an average annual growth rate of 1.70%.The source of its growth is entirely from technological progress,while the technical efficiency shows a trend of deterioration.Agricultural total factor productivity without considering resource and environment constraints was significantly higher than agricultural green total factor productivity with considering resource and environment constraints.Sample T test further verified that agricultural total factor productivity without considering resource and environment constraints was significantly different from that without considering resource and environment constraints.From the regional perspective,the total factor productivity of agricultural green in the eastern region is better than that in the central region,while that in the central region is better than that in the western region.(3)Agricultural economic development,human capital level,government financial support,urbanization level,foreign direct investment,agricultural imports and other six variables have different effects on thetotal factor productivity of green agriculture in China and the three regions.Moreover,it can be found that the eastern region has an ideal environment for green agricultural development,followed by the central region and the western region.Based on the theoretical review,the present situation analysis,the empirical results,this paper argues that the most basic policy implications is to respect the national and regional agricultural development under the condition of the basic reality,adjust measures to local conditions to improve the green agricultural production efficiency,to narrow the gap in development among regional agriculture,formed the national coordination of regional agriculture,green,sustainable development pattern.Specific suggestions are as follows:(1)Change agricultural development pattern,accelerate agricultural production element green change process;(2)To support the innovation of agricultural science and technology and promote the extension and application of agricultural technology;(3)Increase agricultural fiscal expenditures and give full play to the government’s macro-control capabilities;(4)Increase rural human capital investment and improve the overall quality of agricultural labor;(5)Improve the utilization level of foreign capital in agriculture and promote agricultural foreign trade.
