The Construction And Operation Of Circular Economy System Of XF Group

Circular economy, in the large scale system of human being, natural resources and scientific technologies, transforms the traditional lineage resource-based economy to be an eco-resource circular one in the whole process of resources input, enterprises production, products consumption and disposal. Circular economy is in line with the sustainable development concept and it is the fundamental innovation to the traditional economy pattern characterized by "mass production, mass consumption, and mass disposal’7, Furthermore, the circular economy, which is in the position to maximize both economic and social benefits by using possibly minimized resources consumption and environmental costs, could much more efficiently utilize resources and protect our environment, so as to harmonize the material cycle process of both economic and ecological systems, thereby, it finally promotes to realize recycling utilization of resources.In 2005, the state council issued the several opinions of the state council about accelerate the development of circular economy, our country has entered the important period of strategic opportunities of developing circular economy in order to promote the realization of strategic goals of a well-off society construction. In order to adapt to the development of constructing resources saving and environment friendly the society, XF Group has been explored reform of more than 40 years, unceasingly absorbing the fruitful results of China’s reform and opening up policy, receiving the concept of circular economy, actively attempting the innovation of the circular economy development mode.On the basis of the systematical review of the theory of circular economy both at home and abroad and related practice, this paper focus on the concept of circular economy both at home and abroad, the development model, index system and other related content, indentifies key influence factors of XF Group for the sustainable development of industrial park. By analyzing the strengths, weaknesses, opportunities and challenges for development of circular economy of XF Group, the paper put forward the objectives of circular economy system design management, constructing principles and basic methods, and designed optimized industrial system making thermal power industry, aluminum industry and chlor-alkali industry as the core of the circular economy, the study raised the mode of water and energy systems integration and demonstration, analyzed the economic, environmental and social benefits form developing recycling economy, the guarantee measures are put forward in the end. The research contents and conclusions are as follows: (1) On the basis of related concept, the circular economy development mode and practice at home and abroad, the SWOT of XF Group of circular economy development were analyzed, the results show that the advantages is fully understanding and affirmation of the circular economy concept, and a preliminary explore the circulation economy development mode, summarizes the related achievement. The disadvantage is group industry, more understanding of circular economy development is difficult to consistent and unified, the sharing of information among different industries, to some extent affecting the utilization and water exchange between industry. The opportunity is strongly advocated in countries under the background of development of circular economy, XF Group policy makers fully understand the necessity and urgency of the development of circular economy, actively promote all kinds of exploration and practice of circular economy pattern, at the same time, various new technologies appear constantly, which provides the favorable conditions for group development circulation economy; Challenge is the development of industry is highly affected by the market, set up the cycle of economic model must be able to adapt to market changes, thus there are a lot of difficulties to overcome because of lack of the stable operation of the industrial chain and network from theory to practice.(2)The management goal, designing principles of the circular economy system of XF Group are determined first, then the system within the thermal power industry, aluminum industry and chlor-alkali industry optimized design from inside the industry chain, industry chain and regional level by the cleaner production measures, the industrial chain of longitudinal extension and transverse coupling between the industrial chain and regional level of industry consolidation, infrastructure and human resources integration.(3) The integration and utilization of water resources integrated system is designed on the basis of the assessment of water resources utilization the status quo of XF Group, from industrial processes, industrial process and industry water resources comprehensive utilization mode. Through the implementation of efficient water recycling and pollution control scheme constructed park’s water resources use ecological chain and the demonstration of the integrated water system, the annual can save fresh water 1197.14 million m3, reduce wastewater emissions20.12 million m3, obtain a good environmental benefits.(4) On the basis of analyzing the current situation of the energy utilization of the group, the energy utilization and energy saving mode of the energy cascade utilization and energy saving were optimized from the industrial process, the industrial process and the regional level. Through technical demonstration and all kinds of energy saving technology, achieve energy saving 690500 tce/a by technology and equipment,385100 tce/a through the material carrying energy saving, achieve a comprehensive economic benefits 4161.4 million yuan.(5) Safeguard measures are issued including the organization, management system, environmental management, risk prevention and control aspects to ensure the stability of circular economy system of the XF Group.
