With the high-speed development of industrialization and urbanization process, the problems such as resources exhaustion, energy crisis and environmental pollution are growing in intensity. The development of circular economy and transition of economic growth mode become the important way to achieve sustainable development. Circular economy industrial chain is the core of building up circular economy system, and has a close relation with its steady operation.As the essential raw and processed materials of national economic and social development, and the traditional high-polluting, high energy-consuming industry, aluminum industry has taken initial shape as circular economy system on the basis of long-term practice. Aluminum industry has encountered a variety of bottlenecks with the rapid development of economy. The stability of circular economy system has become the key factor restricting its development. Therefore, it is necessary to study the design and stability of aluminum circular economy industrial chain in order to promote the sustainable development of the industry.This paper reviewed the study on the design and stability of circular economy industrial chain home and abroad. The results show that many scholars have carried out research work in this field, mainly focusing on structure and characteristics, stabilizing factors and mechanism and so on. These studies play an important part in the steady operation of industrial chain. In fact, circular economy industrial chain is a dissipative structure. It is much better for the development of industrial chain to study from this aspect. However, little research has been conducted yet.This paper analysed the structural characteristics of aluminum circular economy industrial chain by openness, out of equilibrium, nonlinear and fluctuation based on dissipative structure theory. Then, it put forward the methods to design aluminum circular economy industrial chain, focusing on the study of determination methods for core enterprise, dominant industrial chain and secondary chain. The design methods were applied to Xinfa Group. On the basis of the analysis and design, Xinfa Group formed industrial chain network with the features of cogeneration, electricity-aluminum joint, industrial agglomeration, artery dilatation and series connection.This paper expounded the intension of stability of aluminum circular economy industrial chain with the theory of thermodynamics, ecology and dissipative structure. Then the performance characteristics of stability were analyzed by openness, coordination, proportionality and high effectiveness, and the influencing factors of stability were studied by technology, structure, resources, environment, market, policy and management. Stand on the elements of entropy flow of aluminum circular economy industrial chain, the paper established the evaluation index system and method for stability. And the index system and method were applied to Xinfa Group to evaluate the stability between before and after of industrial chain designed. The results show that the stability of 2008 was markedly improved compared to 2005.At last, this paper studied the operation efficiency of aluminum industry circular economy system. The content and performance characteristics of operation efficiency were defined, and the evaluation index system and method were built. Through analyzing the operation efficiency of Xinfa Group, it shows that the integrated distance value was reduced to 0.0911 and the operation efficiency was improved constantly.This paper studied the design and optimization methods for aluminum circular economy industrial chain, which become more clearly oriented. The theory of dissipative structure was introduced into the study of circular economy industrial chain, which may bring out new thoughts to the research and has strong theoretical value. The methods of design and evaluation for aluminum circular economy industrial chain were established and successfully applied to Xinfa Group, which has high technology and demonstration value and will promote circular economy construction and sustainable development in China.
