Industrial development is the core of the regional economic development; regional industrial structure optimization and upgrading is the important content of regional sustainable development; Industry cluster is the advanced form and industrial organization model of the industrial structure optimization and upgrading. Therefore,to be effective development of Yellow River Delta, especially the construction of efficient ecological economic zone, must build efficient eco-industrial system based on the efforts to strengthen regional cooperation, optimize and upgrade industrial structure and create the characteristics of industrial clusters. Yellow River Delta Efficient Eco-Economic Zone Development Plan has been passed, which indicates the development and construction of the Yellow River Delta becomes officially a national strategy. Problem of Industrial development has been gradually on the horizon. While the Yellow River Delta has an advantage of location, resources and industrial development, fragile ecological environment, single economic structure and infrastructure lag has seriously hampered the pace of the regional industrial structure optimization and upgrading. So that, the industrial development of the Yellow River Delta needs to highlight the ecological and the efficient, form the characteristics of industrial structure optimization and upgrading path of the Yellow River Delta. Based on mechanism of industrial clusters on the optimization and upgrading of industrial structure and detailed analysis of the evolution of industrial structure and development of the status quo in the Yellow River Delta, we measure the industrial cluster, convergence of industrial structure and the economic effects of the industrial structure by the way of Location Quotient, Similarity Coefficient, Differentiation Index and Shift-Share.The following conclusions is low industrial cluster effect, significant convergence of industrial structure and low efficiency of the industrial structure. Next, we deeply analyze how the development of industrial clusters in the Yellow River Delta affects the industrial structure optimization and upgrading using time series data and panel data model. This shows that industry clusters, technological progress, foreign trade and other influencing factors have long-term and stable relationship with the Yellow River Delta industrial structure; the development of industrial clusters promote the industrial structure of the area but this role needs to be further strengthened; technology and innovation is the power and the key to the optimization and upgrading of the industrial structure of this region. Based on the above conclusions, policy recommendations have been made as follows:make plan of the development of industrial cluster to be a clear industrial structure optimization objectives; innovate industry cluster development mechanism to strengthen the economic effects of the industrial clusters; transform and upgrade traditional industry clusters and foster high-tech industrial clusters; choice of leading industry clusters reasonably to achieve upgrading of industrial cluster.
