The Spatial Panel Model takes the spatial difference of each index into considerations, so it is more close to the true regression results. Based on the establishment of Spatial Fixed Error Model and Spatial Fixed Lag Model, this thesis was analysis the Water Kuznets Curve of industrial water consumption and economic development in 31 provinces(municipalities and autonomous regions) under the Strictest Water Management System. In this thesis, the per capita industrial water consumption and per capita GDP are used as indicators. Dueto China’s economic development level is uneven and industrial water distribution is not balanced, the article divides China into the East, the Middle, the Northwest,the Southwest regions and the National scope to carry out targeted research. The following conclusions are obtained:First of all, the industrial water consumption curve of the East, the Middle, the Southwest regions and National scopes the "U" type in the negative direction. For the National scope,the inflection point is 26127 RMB which is lower than per capita GDP(30567 RMB) in 2010.It shows that the industrial water consumption of the National region is in the right side of the curve, that is, in the course of the development of the national economy, the industrial water consumption is gradually reduced. The inflection point of the East regions 23644 RMB and is more than per capita GDP in 2006. At this stage, the industrial water consumption of the East region is at the right side of the curve, that is, the industrial water consumption decreased with the development of the economy. The per capita GDP in the Middle region has exceeded the inflection point of 21549 RMB, indicating that the industrial water consumption of the region is in the right side of the curve. The Southwest part of the inflection point value is 26302 RMB, but the GDP per capita is 24763 RMB. Therefore, at this stage, the Southwest region is still in the left side of the curve. That is to say the Southwest industrial water use is increased with the improvement of economic level stage.Secondly, the industrial water consumption curve of the Northwest region is the "U" type in the positive direction. After calculation, the inflection point is 19665 RMB. Compared with the current economic in the Northwest region, it has crossed the inflection point value. It shows that the industrial water consumption curve of the Northwest region is in the right side of the curve. That is to say, the industrial water consumption in the Northwest region is increasing with the increasing of the economic level. This is a "Dilemma".Finally, by comparing the water consumption and the economic development of the inflection point of the time and comparison of the growth rate of industrial water consumption before and after 2011 year found that the implementation of the Strictest Water Management System not only promotes the value of the inflection point appeared in advance, but also speed up the decline of industrial water consumption directly. It affects the change of economic structure and industrial water consumption.The above results provide a theoretical and scientific support for the correct understanding of the changing law of water use and the effectively adjust the proportion of industrial water consumption and economic development.
