The paper focuses on practical research on mixed frame team management mode of a construction enterprise ZTQHcompany. With mixed frame team management mode as a kind of labor employment system vigorously promoted by Ministry of Railway to substitute labor contractor mode, the research aims to provide through investigation of the research subject positive assistance and support for labor employment management of construction enterprise.Construction enterprise is characteristic of susceptibility to market fluctuation and strong reliance upon labor technique, which helps to bring into existence the prevailing mode of cooperation between general contractor and subcontractor. Under this mode, the transaction costs involving labor and general contractor have been reduced and working efficiency of whole construction industry has been improved with better division of labor. Prior to this practice, the subcontractor providing only labor service is labor contractor in most cases and general contractor is restricted in general circumstances by labor contractor with regard to labor employment. Malicious back pay by labor contractor together with petition for wage has happened constantly in recent years. In addition, with inadequate management of general contractor, some labor contractors cheat on labor and materials, reducing quality and safety standards. With implementation of mixed frame team management mode, migrant workers are under direct management of general contractor, which could ensure safety and quality of construction works in one regard and gives effective protection for rights and interests of migrant workers in another.The research takes practice of mixed frame team management mode of ZTQH company as the research object. Starting from and based upon the introduction of history and change of labor employment system of ZTQH company, the research has analyzed the current situation of and problems with the establishment and structure of the company’s team and the management mode for mixed frame team. Improvement and optimization advice has been recommended with regard to building of working team, establishment of rigid platform, formation of management system, standardization of team management and improvement of supportive measures and regulations. Meanwhile, the management practice for mixed frame team has been illustrated and analyzed. It has been proposed that establishment of working team in mixed ownership economy is an important means to enhance the mixed frame team management mode as labor contractor mode will be replaced gradually by specialized working team, comprehensive working team, working entity and labor service company which has legal person and provides labor service for construction works. The research then further explores the promotion, optimization and improvement of the mixed frame management mode through establishment of two rigid platforms and three core teams, in this way, the labor employment and management risks of the company could be averted, the overall control capacity thereof be enhanced and solid foundation be laid for implementation of delicacy management in large scale.
