Currently the global economy is recovering slowly, especially in the oil and natural gas industries. The international energy structure is reorganizing and the domestic demand for oil and natural gas is rising more slowly in the context of a slowdown of our economy. It’s time for our oil and natural gas industries to practice marketization. But the performance as to the two industries so far is far from better and we’ve been got trapped in a passive situation, which leads to very negative impact on relevant companies and the competitiveness of our economy among the international community. The marketization of oil and natural gas industries is now extremely vital for our economy.According to the 13 th Five—Year—Plan made by the central committee, we should promote the opening—up of the state—owned industries, including power generation, telecommunication, traffic, oil, natural gas and infrastructure. The oil and natural gas distribution is the key circle of the whole industry. Nowadays the network of oil and natural gas distribution in China has been established. The oil and natural gas distribution industry is mainly run by oil companies which are featured by state monopoly rather than market—oriented. This kind of pattern is not good for a healthy development of the industry. Furthermore, in such environment, the public interest cannot be safeguarded, and the low efficiency will be brought with a high social cost. This essay, which focuses on the third party market access system of oil and natural gas pipeline network, will draw up suggestions on the reform which is market—oriented. It will also draw lessons from the experienced countries, which enables us to promote the third party market access system of oil and natural gas pipeline network.
