Analysis Of Agricultural TFP In Shannxi Provice Based On DEA-malmquist Model

Abstract/Summary:
The development and improvement of agriculture production TFP can be targeted. Shaanxi Province is also facing negative effect in the worker population, reduction of wealth rural surplus labor force, increase of resources and environmental constraints, weak economic recovery, the traditional economic growth momentum weakened and other issues. Although agricultural production based in Shaanxi Province is relatively weak, but there is still too much space for improvement, and efficiency of agricultural production, which directly affects the development of agriculture. Therefore, this article on agricultural total factor productivity in Shaanxi Province was analyzed from the static efficiency and dynamic efficiency in both directions in order to reveal years 2003-2014. A 12 years of dynamic changes in the efficiency of agricultural TFP of regions in Shaanxi. Agriculture in Agriculture production efficiency in static situation, analysis results of the appropriate improvements, providing basis for policy formulation and strategic guidance macro development for agricultural development into agricultural resources and integration of agricultural resources in Shaanxi province.Data envelopment analysis(DEA) and malmquist methods were based on the choice of number of rural practitioners of animal husbandry and fishery, total sown area, the effective irrigation area, the gross power of agricultural machinery, chemical fertilizer five fold scalar variables as input variables, first choice industry output as output indicators.(1) Dynamic efficiency: Changes and decomposition analysis of the TFP in a specific time, cities and sub-regions of Shaanxi Province. Results showed that the main factors were the technological advances in the annual change in total factor productivity growth in agriculture. In the year of 2006-2008, 2009- 2011, agricultural TFP maintain rapid growth and the growth rate in more than 20%, from 2009--2010, fastest growth reaching upto 32.9%. The agricultural TFP growth is the slowest annual growth rate of 4.2 percent in 2008-2009. The growth rate is slower but in a state position. In addition, the analysis was found that technological progress is the main reason for the cities TFP growth. Baoji, Xi’an, Yulin, Xianyang TFP growth rate was higher than the average provincial. Three geographical divisions of the TFP growth rate showed a decreasing trend of 16.4%, 14.3% in northern Shaanxi and 13.8% in southern Shaanxi. TFP growth is largely the result of technological advances. That agricultural TFP growth in Shaanxi Province mainly for technology-induced growth model, growth imbalances between regions.(2) Static efficiency calculations: In order to have targeted cities for the improvement of agricultural productivity, agricultural productivity for 2014 in Shaanxi Province were static evaluation. Xi’an, Xianyang, Yan’an, Tongchuan, Hanzhong and Shangluo City reached pure technical efficiency. Comprehensive technical efficiency of three geographical divisions Northern Shaanxi, Guanzhong, South Shaanxi did not reach 0.9, but pure technical efficiency of Guanzhong and southern Shaanxi was to achieved effectively. Comprehensive technology which is mainly due to inefficiencies caused by inefficient scale, should adjust its agriculture production scale. According to the utilization of each resource element did not meet pure technically efficient and therefore should focus on the quantity and quality of the labor force and machinery utilization in northern Shaanxi.(3) The specific recommendations based on the results of all analysis was that the Tongchuan City needs continuity in the expanded scale for the achievement of economies scale and agricultural production. Baoji, Weinan, Ankang City is the province’s focus on improving objects. These areas should make a great efforts in agricultural production, technology research and development, promotion and innovation. Hanzhong City of devotion appropriate adjustments can be achieved effectively. Low levels of resource utilization in Yulin city is to optimize the allocation of resources and is to improve resource utilization.
