Grain is the basic food which is necessary for human survival. It is the significant foundation for the development of society and economy. In order to promote the overall grain production capability, we mainly start from two aspects. First is the consideration on overall technical efficiency of grain. Second is study on grain production input factors. Based on the input oriented BBC model with variable scale and profit, this paper has systematic analysis on overall technical efficiency of grain in 14 cities of Hunan Province. It applies the C-D production function to have quantitative analysis on the efficiency of input factors in grain production in Hunan Province. According to the former analysis and research, it concludes and puts forward the recommendations to improve the overall grain production capability combined with the actual status of Hunan Province. The major framework of this paper is:Chapter One:combined with the current situation of grain production in Hunan Province, it discusses the research background and significance of this paper. Also, it reviews the literature review and elaborates the research method and possible innovation of the paper.Chapter Two:it focuses on the discussion of concepts and basic theories that appear in the paper.Chapter Three:Through looking up the statistical review and analyzing the data, it dissects the grain production efficiency and influencing factor of Hunan Province. Starting from the development history, production condition and production situation of grain production in Hunan Province, it seeks for the factor that restrict the increase of grain production and improvement of efficiency of Hunan Province.Chapter Four:this paper selects the relevant input factors of grain production of 14 cities in Hunan Province in 2012. Also, it uses the software of Deap2.1 to have analysis and research of input oriented BBC model and concludes the overall technical efficiency, pure technical efficiency and scale efficiency of grain production of every city. According to the relevant efficiency value, it specifically analyzes the factor that influences the overall technical efficiency of grain production of the city from the aspects of policy environment, regional condition, economic development and resource endowment. Besides, it seeks for the best way to realize the overall technical efficiency of different cities and the corrective measures to modify the grain production efficiency.Chapter Five:With the application of ADF test, co-integration test and expanded C-D production function, it has regression analysis on the relationship between farm machinery productions, sown area of grain, agricultural labor power, the amount of chemical fertilizer and grain yield. And the results show that the sown area of grain and amount of chemical fertilizer have significant positive relationship with the increase of grain yield while the labor force has a negative effect on the increase of production yield.Chapter Six:conclusions and policy recommendations.
