The Research On The Influence Of United States Technical Barriers To Trade Policy To Vietnam’s Textile Export And Countermeasures

With the development of multilateral trade system as well as regional economic integration, the traditional tariff barriers are constantly replaced by technical regulations, technical standards, the conformity of assessment procedures, sanitary as well as phyto-sanitary measures. The developed countries such as EU and USA, with their developed technical and economic advantages, set up the technical trade barriers, directly affecting on the development of global trade.Vietnam is a country which has advantages of exporting textiles. Textile exporting activities play an important role in Vietnam Industrial development, regulating the country’s balance of trade as well as expanding employment opportunities. Vietnam’s textile industry not only has a strong international competitiveness but also has a important influence to global market industry. Both of EU and US are Vietnam’s largest textile importing countries, the operation of the US’s technical barriers of trade has affected the development of export, more and more influential on Vietnam’s textile export activities, cause many damages to Vietnam’s textile export activities. Therefore, understanding the influence of the US’s textile industry in Vietnam will help Vietnam exporters take the appropriate countermeasures as well as effectively across the US textile’s technical barriers to trade. In this situation, government and enterprises have played an important part in solving this survival problem. Studying about US’s technical barriers to trade of textile and its influence on textile exporting activities is necessary and important.In this essay, the author not only review and summarize the previous literature of the Eastern and Western researchers, but also use existing data to analysis the characteristics of Vietnam textile exports to US, the main content of US technical barriers to trade applying on Vietnam textile as well as the internal and external causes of US’s TBT. From the research’s result, this paper puts forward the suitable strategies for Vietnam’s textile export on facing with US’s TBT.Chapter structure of this paper is as follows:The first chapter is Introduction. In this part, this paper discusses about TBT’s policy, Vietnam’s textile export and related connotation as well as extension of the concept of a reasonable definition.The second chapter is the theoretical analysis. In this chapter, this paper focuses on studying US’s TBT overall impacts on Vietnam’s textile exports. By taking the use of textile’s exports to US data under the effect of US’s TBT, the author’s conclusion is "The influence of US’s TBT to Vietnam’s textile exports has both of advantages and disadvantages". In the short term, the US’s TBT may have bad effected on Vietnam’s textile exports, but in the long term, this will likely become an important role in promoting Vietnam’s textile exports.In the third chapter, this paper uses econometric model to study US Technical Barriers to Trade overall impacts on Vietnam’s textile exports. In the empirical study, this paper carried out the relevant data OLS analyzing textile export dynamic relationship between short-term factors.Finally, according to the results of theoretical analysis and empirical analysis, this paper puts forward some policy recommendations on government level, association level and enterprise level.
