Research On The Administration Of Maanshan City Illegal Construction

In recent years, along with the advancing urbanization process, the issue of illegal construction becomes increasingly severe, giving rise to the chaos of the city’s planning and construction as well as development. This problem has a strong impact on the city’s appearance and construction taste, causes the constant increase of city requisition and resettlement costs and a great waste of construction resources, brings a lot of potential engineering quality hazards and influences the city’s overall public safety, which is needed to be carefully researched and efficiently solved.37 years having passed, from December 20th,2015 to 21st,2015, the central government restarted the urban work conference and clearly put forward that urban governance system must be completed, the urban governance ability should be improved and prominent problems such as city disease should be solved. On February 21st,2016, the Central Committee of the Communist Party of China and the State Council printed and distributed several opinions on implementing the management work of further enhancing urban planning and construction, which pointed out that illegal construction problem is prominent, that illegal construction should be thoroughly checked and handled and that newly added illegal construction must be firmly contained. In other words, the party and the nation pay high attention to the governance of illegal construction. Therefore, at present, even in a period in future, the governance of illegal construction will rise to a new level.This thesis first of all illustrates the research goal and significance, sorts out domestic and foreign research status quo and lists major research contents. Secondly, centered on related laws and regulations, the thesis defines illegal construction, analyzes and summarizes the classifications and harm of illegal construction. Thirdly, taking the governance situation of illegal construction in Maanshan city as an entry point, the thesis analyzes the forming reasons of illegal construction, concludes major measures to govern illegal construction at home and abroad and disserts the constraint elements of illegal construction. At last, on the basis of comprehensive research and in-depth analysis, the thesis puts forward a series of targeted and operable countermeasures to and suggestions on the governance of illegal construction.By adopting methods of literature review, field investigation, analysis and comparison as well as the combination of theory and practice, combined with the author’s working practice and keeping to the ideas of people first, punishment and prevention at the same time and guiding and restricting together, this thesis takes Maanshan city as an example and proposes countermeasures such as enhancing publicity and education, building supervision system, establishing long-term mechanism, completing policies and regulations, reform and innovation, which is of certain reference significance to the governance of illegal construction.
