Economic "new normal", upon being put forward by President Xi, has become a hot phrase in media familiar to the public and gradually permeated in the daily affairs of the nation and the daily life of the people. The so-called economic "new normal" means the current environment of economic development and phase has been changed,economic development characteristics from one state to another state.The economic "new normal" features an economic slowdown, which in turn promotes economic restructuring. In this process, innovation is gradually replacing production factors and investment as the driving force of economy. These changes will not only influence the economic sectors, but also have an impact on the labor market, particularly on rural migrant workers of the new generation. Rural migrant workers of the new generation is refers to the born after 1980 which reaches to the working age, and also in a rural community. As the new generation of school-age gradually into the workplace, the size of the new generation migrant workers growing. At present, the potential of the new generation of human resources is yet to be unleashed, as they are generally in lack of skills and overall qualities necessary for the economic "new normal". However, compared to the older generation, these young men boast their unique distinctions,Such as better younger, cultural education level ascension, vision is more open, strong learning ability, can use social networks, etc, that make it possible for them to be cultivated. Therefore, in order to adapt to the economic "new normal", we should enhance our research on the human resource development of the new generation of rural migrant workers, so that people can attach importance to the value of them and their potential to make economic contributions under the economic "new normal". Only in this way can we meet the requirements of the "new normal".This paper combination with the previous scholars at home and abroad for researches on China’s Economic "new normal" and the human resource development of the rural migrant workers of the new generation, also analysis of the current situation、problems and reason of the human resource development of the rural migrant workers of the new generation, to collect data through the questionnaire survey, then use analysis method to study the influence that the Economic "new normal" put on the rural migrant workers of the new generation,and the factors that influencing the human resource development of rural migrant workers of the new generation. The results showed that, In the New Normal of Chinese economy, the features of economical development require more, directly or indirectly, from the human resource development of the new generation of migrant workers. Currently, the main ways of human resource development of the new generation of migrant workers are the training provided by governments, society and companies, as well as the willingness to self study. They are positively related to the human resource development level of the new generation of migrant workers. With the development of the New Normal, therefore, it is increasingly urgent to strengthen the training of the new generation of migrant workers to promote corresponding human resource development.The structure of the paper are as follows:the first chapter is the introduction, proposed research background, purpose and significance of the research, ideas and methods; the second chapter is the literature review, review of China’s Economic "new normal" theory and research on the human resource development of the rural migrant workers of the new generation; the third chapter points out the current situation、problems and reason of the human resource development of the rural migrant workers of the new generation; the fourth chapter is based on the mature scale empirical test by scholars, and then design the questionnaire, and put forward the theoretical model and research hypothesis is constructed in this paper; the fifth chapter is the empirical analysis part; the sixth chapter depend on the analysis, put forward suggestions to improve the development of rural migrant workers of the new generation; the seventh chapter summarizes the whole research conclusion, points out the shortcomings of the research and prospects for future research.
