China industrial economy maintained rapid growth since reform and opening up and it had became the leading force to push foword economic development. But meanwhile, the problems of environmental pollution, ecological damage and wasting of resources have been more and more serious, restricting sustainable development of industrial economy. Therefore, it has great practical significance for ecological and sustainable development of economy to change traditional industrial evaluation model and reconsider it with eco-efficiency composed of economic benefit, social benefit and environmental benefit.This research mainly focuses on industrial eco-efficiency and influence factors, and then carries out the following work:(1) This article builds indication system of industrial eco-efficiency, using "annual average number of employee", "annual average balance of net fixed assets" and "total energy consumed by business" as input indexes, "total industrial output value" as desirable output indexes, "total amount of discharge for industrial wastewaters", "total amount of emission for industrial waste gases", "total amount of discharge of industrial solid waste" and "total amount of emission for CO2" as undesirable output indexes.(2) Using MinDS model in Maxdea, this article evaluates China industrial eco-efficiency and.the eco-efficiency of 38 industries, then analyses the reduction potential and relative propotion of every input and output indexes when it reaches the production frontier. Besides, it also calculates China industrial dynamic eco-efficiency and the dynamic eco-efficiency of 38 industries combining MinDS model with Malmquist-Luenberger index, giving detailed analysis of technical change, technical efficiency change pure technical change and scale efficiency change.(3) Using cluster analysis of SPSS, this article devides 38 industries into three groups as high eco-efficiency group, middle eco-efficiency group and low eco-efficiency group. Then it builds Tobit regression model, taking the value of industrial eco-efficiency as dependent variable, and "industry average size", "environmental regulation intensity"; "energy consumption structure", "ownership structure", "capital-labor ratio" and "ratio of R&D expenditure" as independent variables. After that, Eviews8.1 software is used to solve the modle, the results can explain what direction and how much do these independent variables affect China industrial eco-efficiency and the eco-efficiency of three groups.The results of the research show that the average value of China industrial eco-efficiency stays between 0.5 and 0.6 during 2003 to 2011, and the index rises with slow fluctuations. The average value of Malmquist-Luenberger index is 1.037, showing a favourable development trend. The average value of China industrial technical change index and technical efficiency change index is 1.044 and 0.997 separately, meaning that the raise of China industrial eco-efficiency mainly shows an industrial technical progress, while the distance keeps expanding between industrial eco-efficiency and production frontiers. In the respect of influence factors of industrial eco-efficiency, "energy consumption structure" and "capital-labor ratio" have significant negative correlation with industrial eco-efficiency, "industry average size" and "ratio of R&D expenditure" have significant positive correlation with industrial eco-efficiency, while "environmental regulation intensity" and "ownership structure" have insignificant negative correlation with industrial eco-efficiency.
