Study On The Local Government Management Behavior Of Land Reserve

Local government is promoters of local economic and managers of political affairs. And local government as also as a supervisor and maintenance to make sure the society developed healthy and orderly. The land, not only is an important source of local government revenue. but also a necessary condition for the development of the economy, At present, the local government land reserve management behavior caused some social-economic problems. Taking ZhuZhou as an example, in recent10 years, Property bubble, Poor infrastructure and unequally public service,these phenomena accompanied by the rapid expand domain of city land. And one of important reason for these problems happened is the local government management of land reserve behavior are anomie. As the extensive economic development, these problems in our country is universally exists. It urges us to extend the analysis angle of view to the construction and perfection of the national system, and the government’s own value orientation.This paper analyzed the local government behavior in land reserve management from tow aspects, one is egoism and another is altruism. To emphasis the local government "economic man" role pursues to maximize the land reserve behavior benefits of finishing, transfer, investment, market incentives the land. On the other hand, the local governments also stressed that as defenders of social public interests,have the responsibility to protect, optimization, intensive construction land reserve.After that, this paper introduce the three function of government as operators 、managers and supervisors, for investigation the reasons of local government anomie behavior in land reserve management.The government’s behavior be regulate, incentive and constrain by law and institution. The government behaviors and value orientation can be influenced by redefined pros and cons of those behavior. In our country, land reserve system is implement in a short time, so that the legal system and supervisory mechanisms are not perfect, that it cannot effectively constrained the local governments’ behavior on it. Aspects of performance appraisal mechanism, in our country, GDP as the individual performance evaluation indicators, that assessment methods would perverse incentives the anomie behavior to get performance benefits In view of this,imperfect legal system and supervision mechanisms plus the one-sided performance appraisal system is the root causes of the government Anomie.So, this paper starting from using the relevant theories of politics and economics, analyzed the link which easy to appear the anomie government behavior and the current system which part is not perfect or easy to appear loopholes, in land reserve management. At last, put forward constructive ideas for these links and systems.
