Our Country Electric Power Supervisory Existing Problems And Countermeasures

Electric power industry and the people's livelihood is related to the basic industry, to economic and social development and people's life has important influence. In planning economic conditions, the electric power industry in government under the direct control of electric power production and supply, strict program management. After the reform and opening-up policy, with the establishment of the socialist market economy, the electric power enterprise and government relations had the profound change, the electric power enterprise gradually become the independent autonomy with management of the production and business operation entities.But, because the power of natural monopoly industries have the nature, therefore, the government we must carry on the necessary oversight. In separating condition, to the role of government in the electric power enterprise's regulatory role, is a need to study theory and the practice topic.This paper USES the basic theory of government supervision, combining the characteristics of electric power industry, to our country electric power industry development and construction of government regulation is researched comprehensively and deeply studied.Thesis mainly includes three parts:The first part expounds the basic connotation of the electric power supervisory, analyzes the government supervision of electric power industry, and the necessity of electric power supervisory system in China are reviewed the process of evolution.The second part to our country main problems of electric power supervisory are analyzed in detail, and believe that China electric power supervisory mainly exist the following questions:one is the electric power supervisory perfect legal system;two it is the electric power supervisory system is not reasonable;Three is the electric power supervisory mechanism imperfect;Four is the electric power supervisory organ ability is insufficient;Five power is lack of regulation strategic thinking.The third part proposes strengthening and perfecting China's electricity regulatory countermeasures, including (1) perfect the electric power supervisory legal system; (2) setting up reasonable regulators, strengthen the independence of the regulatory agencies; (3) scientific configuration supervisory and regulatory functions, reasonable grasp supervision; (4) to strictly regulate regulatory programs; (5) enhancing regulatory transparency, expand the supervision of the public participation; (6) sound legal responsibility mechanism and remedy mechanism; (7) strengthen the supervision of regulators.
