Performance evaluation system is the evaluation of the main set of methods, to be evaluated in a certain period of unit performance efficiency analysis, and in accordance with established methods to evaluate the value of the evaluation system. At present, assess the results of the business evaluation mainly through the performance evaluation system mainly through the combination of financial indicators and other indicators to assess the results of the business evaluation. Shareholders control operators through incentive and restraint, and operators of the main motivation is to complete the established evaluation criteria, so the appropriate performance evaluation system can unify the objectives of operators and shareholders.21st century is changing greatly in the information society, in this age, knowledge has become the main resources for the creation of wealth and human capital than monetary capital is more important; strategic management for enterprise development make support to predict the future is more important than to evaluate the past, pay attention to the enterprise value, enterprise sustainable development ability than short-term performance promotion is more important. Therefore in this age, pay attention to the past operating results of performance management method unable to meet the needs of enterprise development, enterprises need to stakeholders, its value creation, human capital investment, to enable enterprises to obtain long-term sustainable development power.A corporation belongs to China Aerospace Science and industry group affiliated companies, performance evaluation system and the main use is in China in 2006, the SASAC issued detailed rules for the implementation of the central enterprises comprehensive performance evaluation, also recently introduced the EVA evaluation indicators for assessment, but the performance evaluation system by now still exist in many defects. First of all, the current performance evaluation system is mainly depended on financial statements, the result judged by financial report, it is easy to cause the operator to pursue short-term interests and ignore long-term interests. Secondly, the current performance evaluation system is not designed and the core strength of the enterprise, it is not conducive to the operator to pay attention to the enterprise innovation ability and sustainable development ability. Again, the current performance evaluation system is lack of attention to the customer and enterprise intangible assets and so on. Limited performance evaluation system will lead to deviations of the operators of the goals and overall objectives of the corporation, in order to ensure a corporation to realize the maximization of enterprise’value, this paper aims to construct a based on the Balanced Scorecard as a means, the goal of maximizing corporate value for oriented strategic performance evaluation system.The original performance evaluation system in A corporation based on introduced Kaplan proposed the Strategic Balanced Scorecard, a corporation in thirteen 5-year planning strategic objectives, Analysis from four dimensions of the Balanced Scorecard, the corporation’s strategy implementation process and the value creation process through strategic map description. By the description of the strategic map, set the corresponding index system of the Balanced Scorecard indicators and target value to measure the A corporation’s strategy to achieve the situation, it is A corporation’s evaluation methods. According to the research results using the 1-9 scale method of the index weight in scoring, with the level of analysis to construct the judgment matrix, and to calculate the weight coefficient of index system, set up the corresponding evaluation system and incentive measures. Ultimately formatted a EVA integrated balance score card performance evaluation system, with the ultimate goal of EVA, balanced score card carrier EVA integrated balance score card. It is important to improve the current performance evaluation system of A corporation, unify the shareholders and managers, and guide the corporation managers to pay more attention to the sustainable development of the corporation.To construct a balanced score card EVA balance scorecard evaluation system of train of thought is based on, in a company existing financial index evaluation system based on EVA ascend to the strategic level, at the same time, the strategy map and balanced score card system, carries on the description to a company’s strategy, combing the value creation process. At the same time set corresponding with the balanced scorecard card index system to measure the company’s strategy implementation.According to A company in the field survey interview questionnaire 1-9 scale method of scoring the pretreatment results using analytic hierarchy process (AHP) constructing judgment matrix to calculate EVA balanced scorecard indicators weight coefficient, that can be used for assessment of the company a comprehensive EVA balance scorecard. Finally set the standard of assessment and reward and punishment measures for the actual operating results of the company to make a judgment standard, so that the A company’s performance evaluation is truly feasible.This paper according to the strategy map to map out the clear description of the 45 strategy of a company, through financial, customer, internal processes and learning and growth in four aspects set corresponding to the balanced score card index system and the target value can be very accurate expression of a company currently operates the gap between performance and strategic blueprint. In order to achieve these strategic objectives, need a series of action plans, to develop and improve the key value creation process, so EVA integrated balance score card performance evaluation system is a company’s strategic services to company goals and employee goals, promote a company value of growth, so as to improve the original performance evaluation system focusing on short-term interests, single evaluation, does not fit the shortcomings of strategic objectives.Although this paper is to improve the evaluation methods of the central enterprises, the research also has some reference value to improve the performance evaluation system of the same type of manufacturing industry.
