The Research Of Reform Of State-Owned Forestry Farms In Chifeng

Based on literature review and horizontal comparison of advanced countries and domestic pilot provinces, promote reform of state-owned forestry farm has become the inevitable choice of going along with deepening of the national comprehensive reform, especially the speeding up of the forestry modernization process. The research of reform of state-owned forestry farm in Chifeng is still in its infancy, the development of state-owned forestry farm in the last few years has posed various problems such as the unsmooth system, imperfect social security, the employees live in poverty, poor infrastructure etc. Hence, the relevant researches, which specific to state-owned forestry farm in Chifeng, have been done.In order to comprehensively analyse the existing problems in reform of state-owned forestry farm, literature review, Resources Survey and Experience Reference were adopted in this article as methodologies. On the basis of gaining an insight into history, present and future of reform of state-owned forestry farm in Chifeng, as well as the case study about advanced practice of reform of state-owned forestry farm in Hunan, Jiangxi and other pilot provinces. Furthermore, the article puts forward the corresponding countermeasure and the suggestion combined with the current development of forestry development and trend of ecological civilization construction, as well as general management theory and sustainable development theory.To promote the reform of state-owned forestry farm, it has to adhered to top design, high driving, clear the function orientation of state-owned forest farm, the scientific human resource management, optimize management, innovation operating mechanism, effectively solve the debts of forest farm, perfecting social security system, properly placing surplus staff and workers, to carry out the public welfare forest compensation and other related policies, strengthen infrastructure construction, exploration of the government purchase services and afforestation outside of farm, vigorously develop forest tourism, underwood planting and breeding. At the same time, practice of reform in Ningcheng was approved, the efforts of reform should be consolidated.
