As the backbone of urban public transport, metro has "intensive and efficient, energy-saving and environmental-friendly, comfortable and smooth, fast and reliable" excellent characteristics. In recent years, with the high-speed development of China’s metro industry, the importance of operation safety is also increasingly highlighted.The research on the safety management of metro operation mainly involves the theory of accident system and the theory of safety system. In the two kinds of theories, the former focuses on the explanation and response, the latter emphasizes on the prevention and governance. Through a full range of metro operation safety management risk analysis, this paper defines the concept, characteristics and classification of risk, emphasizes the importance to block risk, the intermediate link of safety and accident, for doing well of safety management.In the mainland of China, the operation scale of Shenzhen metro is less than Beijing, Shanghai and Guangzhou, but ahead of the other city, is in the stage of line from sparse to dense, network from small to large. So the practice of its safety management has the typical significance and reference value for the developing city. This paper selects Shenzhen Metro Operation Headquarters as a case, from six dimensions of its safety management such as legality, organization, mechanism, technology, education and emergency plan, to sort out the system.On the basis, this paper grasps the overall safety management situation for operation of the Shenzhen Metro Operation Headquarters, fully affirms its achievements, also don’t avoid its shortage, points out that the existing safety management system must change from coarse mode to fine mode, in the face of upcoming large line network, large passenger flow and large staff, at the same time taking into account the unpredictable, non-controllable factors beyond the management capacity.Eventually, this paper summarizes twelve categories of problem, urgently awaiting to be solved in the Shenzhen Metro Operation Headquarters safety management system, about the top-level design and landing implement etc. Then this paper describes the targeted optimization strategy, especially, efficacy breakthrough point, through above, achieves the original intention to improve the safety management for operation of Shenzhen Metro.
