With the development of our country’s economy and science technology, more and more corporations and organizations pay attention to the recruitment, training and construction of talented persons. Many corporations, to a great extent, compete for researching ability, production capacity and level of management. And the talented are exactly the carrier of the competition. To sum it up, the competition nowadays ends up to the competition of the talented.The competition of top-level talents usually is controlled by the head-hunting companies. They have made the human resource structure go on an optimum path of development in terms of original sight, special methods and professional resolving ability of talents. Although the value and operation mode have been widely accepted, the industry of head-hunting is far from perfect in China, let alone form the steady pattern. They are also short of tentative mode and idea in the company management. Due to the low entrance hurdle, they don’t need much money in the early time but can get rich profit later, and can easily operate, this industry attracts a number of entrepreneurs who have different levels to join in it, especially coincide with the great support for them from the government. Therefore, disorderly competition gradually occurred,his paper objectively described the development and status of the head-hunting industry in and aboard. It also analyzed the chance and challenges that this industry is facing. By studying the patterns of management of the typical head-hunting intensively, drawing lessons from other successful factors and operating ideas, and considering the country’s basic condition and market environment, I make up the operating mode of start-up head-hunting companies which is suitable for the present market environment in the three aspects of competition strategy, service production design and enterprises’ management mechanisms based on the start-up head-hunting company S. All these work aims to improve the efficiency in enterprise management and further regularize the trade standard so as to offer a useful reference for the operators of start-up head-hunting companies.
