With the gradual expansion of the scale of enterprises, the increasingly fierce market competition and the more and more various personalized demands of customers, a company in Beijing has urgent need to improve project management mode, improve product development efficiency and enhance the competitiveness of company. At present, many domestic small and medium-sized science and technology companies have a direct copy of foreign mature project management mode, such as IPD integrated product development mode, in order to increase the company’s product development efficiency and project management level, but in the development process in the actual project, these companies could not be strictly in accordance with the introduction of project management mode, because the organization and the culture of company have their own characteristics, and ultimately these companies did not solve the problems such as quality control and cohesion between development and manufacture in R&D project, also carried out new issues to reduce the product development efficiency, and caused there workers resist the new project management mode.This paper is based on the basic theory of organization change theory, organization structure theory and PMBOK project management knowledge system, analysis and compare the different domestic or foreign project management theory, method and technology such as IPD integrated product development, PVM products value management, project management maturity model and network plan technology, and combined with the practical experience of the company in Beijing, discuss how to improve the project management mode and level according the actual culture, conditions of the company, establish a complete R&D project management system including how to build the structure of the organization, how to design the work flow, how to communicate the different information, how to evaluate the performance of workers, and how to use the project management tools and so on, in order to improve the project management level of R&D work, solve the existed problems such as low efficiency and quality of the R&D work, contradictions between R&D and produce work, etc. On the basis of the theory of organization change, this paper also summarize a method of improving the project management mode gradually. All of these will provide a reference for the domestic similar small and medium-sized science and technology companies.R&D mode improvement is a major innovation of the enterprise, so it must follow the rules of organization change. At the same time, establish a new R&D management system should on the basis of the actual situation of the enterprise. It need a long-term planning and should be included in all the R&D management fields. On the other hand the short-term goal should not aim to high, and the actions naturally solve the outstanding problems existing in the enterprise step by step. So as to make the R&D project management improvement efficiently.
