As the organizational core elements,human resources is becoming more and more important,and its task performance have direct effect on the accomplishment of organizational goals.Previous studies focused on achieving in-role behavior as the main way to promote individual output result.Along with the accumulation of theoretical analysis and practical experience,experts and scholars have realized some spontaneous behavior that is not specified,but it is conducive to the organization’s progress and development.Therefore,the ‘organizational citizenship behavior’has been concerned by organization and become management focus.This paper argues that Organizational Citizenship Behavior originated in the cooperative willingness employees generated,and evolved into specific spontaneous behavior of employees.Its dimension is gradually extended from simple structure composed of individual and interpersonal level to multidimensional structure composed of organizational and social level,including proactive behavior,opinion expressing,participating activity,concerning organizational images, consciously learning,maintaining organizational resources and interpersonal harmony.It has a positive role and negative role in influencing effects.Task performance emphasis on employee’s contribution degree to the organization,the evaluation of work behavior and work result influences employee performance appraisal.At the same time,as special types of organizations,the public enterprise provide public products and services for society and balance the macro economy,with a certain profit nature and accept the government’s management constraints.It is a critical period of reform,employee’s behavior bottleneck gradually revealed.Based on the systematic organization of related literature,public enterprise employees is determined.In the premise of achievements,we build the path model to research the effect employees’ organizational citizenship behavior and task performance in public enterprise.We use exploratory and confirmatory factor analysis and structural equation model to make empirical research.The results showed that the public enterprise employees consciously learning,interpersonal harmony have a significantly positive influence on work behavior;proactive behavior,opinion expressing and consciously learning have a significantly positive influence on work result;participating activity have a significantly negative influence to work behavior and result that it is two dimensions of individual task performance.Therefore,we put forward management measures that improve employee taskperformance.Firstly,we pay attention to the combination of recruitment and training to promote employees consciously learn to improve task performance.Secondly,we advocate cultural identity in public enterprise to realize interpersonal harmony to regulate work behavior.Thirdly,we build public democratic atmosphere to show staff suggestion to ensure work quality.
