In recent years, brain drain phenomenon is particularly serious in C hina’s state-owned enterprises, especially in the traditional industry such as, state-owned iron and steel industry. As one of the important components of the state-owned economy, state-owned iron and steel enterprises play an important role in comprehensively deepening our country industrial structure, improving the level of science and technology of our country enterprise and enhancing C hinese comprehensive national strength. Its development will directly affect the ability to achieve good and fast development of the national economy. At present, the brain drain of state-owned iron and steel enterprises mainly concentrated on middle managers and senior technical personnel and new highly educated personnel. And these people are the backbone of the development of state-owned iron and steel enterprises. The brain drain has brought many negative effects on the stable and rapid development of enterprises. Therefore, it is very important to stud y the causes of brain drain of state-owned iron and steel enterprises in our country and put forward solution to the problem.This paper takes Handan steel Group as the research object. According to the idea of "proposing questions, analyzing problems, solving problems", based on the analysis of the domestic and foreign related brain drain research, under the guidance of theory and related loss model and relevant data of Handan steel, including the questionnaire survey of workers satisfaction level, this paper comprehensively analysis the status, causes and countermeasures of the brain drain of Handan steel. This paper also put forward rational proposals and aims at stabilizing the state-owned iron and steel enterprises team, ensuring that the state-owned iron and steel enterprises can have a long-term development and growth.This paper consists of six parts. The first part mainly introduces the research background, purpose, significance, and the domestic literature review and research framework and research methods. In the second part, it is the overview about the concept and theory of brain drain in state-owned enterprises, introducing the March and Simon model, the Price model and the demand levels theory, equity theory and so on. The third part analyzes the reasons of brain drain in state-owned iron and steel enterprises, mainly analyzing from the external factors and internal factors of the enterprise and the talent personal factors. The fourth part is an empirical study of the causes of brain drain by Handan Steel. Through questionnaire survey and interview method, based on summarizing the questionnaire survey of workers satisfaction level, this paper analyzes the root causes of brain drain in Handan Steel. The fifth part puts forward the countermeasures to control the brain drain of the state-owned iron and steel enterprises, including establishing reasonablemechanism of employing, reforming salary distribution system, perfecting the performance appraisal strategy, reforming the talents promotion system, perfecting the talents education training system and other relevant measures. The sixth part is the conclusion and outlook, which summarizes and points out the shortages, the further research direction of this paper.The innovation of this paper is that the proposed countermeasures are more targeted to Hebe Area, which is based on the research of brain drain of Handan Steel. Meanwhile, it is more valuable for other state-owned enterprises in Hebe to manage their human resources.
