Employment Policies For Vietnamese Returning Labors

In Vietnam, there are tens thousands of exported labors returning from foreign countries who are equipped with a big capital resource as well as highly qualified workmanship and skills learnt in their experiencing foreign countries. Laborers, who worked in nations having progressive economy, science and technique, not only bring good income for themselves but also create a big foreign currency resource for the country. They are proficient in foreign languages, high workmanship and qualified for the demands of industrialized production. After experiencing a long abroad period, these laborers have to face with demand of rearrangement for works and social inclusion.These laborers are acting an important part in building and renovating Vietnam’s economy. This research is derived from those laborers’demands based on regulations, contents and public policies’ implementation... The research viewpoint is on enhancing their jobs opportunities, job support effectiveness and their social inclusion ability. The main target of this research is to provide the strategies and proposals to complete the policy of rearrangement for their jobs. This thesis is based on practical researching method and document analysis in order to bring a clear theoretical basis and practical policy to job rearrangement policy for the returning export laborers. The thesis also analyzes the situation and the lacking reasons of this policy and proposes a practical policy to improve job policy matters in current period.Therefore, this thesis is divided into 4 parts:Part 1 mainly introduces about the context and significant to choose this topic, summarizes situation of domestic and abroad researches relating to this matter, thus providing a deep research in this matter with a clear direction, making clear contents and methods of the research and renovating points in the thesis; Part 2:Provides definition and relating theoretical bases in order to supply the main theory on policy of rearrangement for these laborers’jobs; Part 3:Vietnamese exported laborers bring their situation and demands. Vietnam has been effectively implementing contents of this policy, basing on the analysis of lacked reasons and other shortcomings, the contents of Part 4 are to show some methods to complete the policy of rearrangement for those laborers’jobs.
