With the fast development of the economy, the internal imbalance of industrial structure have occurred, the strategic adjustment of the industrial structure has been becoming the major concern to economic revolution and reformation of China. The central government placed the land into one of the macro-control means in 2004. As an effective measure that regulates industrial structure, remising-land method plays an important role in the course of bettering and upgrading industrial structure. At present, remising-land methods included the Agreement transfer of government-based mode and the Bidding、Auction and Listing transfer of market-based mode. The Agreement can invite investment by transferring industrial land, the short-term income are small but the long-term income can remedy the deficit for local finance. The Bidding、Auction and Listing bring high income by transferring the land for business use. It is profound that remising-land method impact on industrial structure of China. On the one hand, the local government use the land transfer income to speed up the industrialization process and enhance level of the infrastructures; On the other hand, the local government expand space scale of the industry and promote development of the industry by selling industrial and commercial land. The execution time that remising-land method participates in the regulation of industrial structure is short. Little attention has been paid to the issue in the relevant researches. So it is necessary to provide guidance of the industry development by deeply study the impact and mechanism of various land sale pattern upon the industrial structureFirstly, the paper analyzes the basis system of land transfer, states the land motivation and internal logic of the local government by the financial system, governance system and land system.Secondly, the paper studies the impact and the mechanism of various sale land pattern upon the industrial structure, the sale land pattern effect the industrial structure by land income. It is specific performed that the local government adjust the land supply or land price through various remising-land method to achieve maximization of land income, which provide financial support to promote development of the local industry.In the end, this paper analyzes the impact of land transfer income upon the industrial structure by using the panel data of 265 cities of China from 2004 to 2013, and then indirectly analyze the impact of various remising-land method upon the industrial structure.From the aspect of the nation:there are different impact of Agreement between Bidding-. Auction and Listing upon the industrial structure, the Agreement pattern hinder the upgrading of industrial structure seriously, the Bidding-. Auction and Listing pattern promote the upgrading of industrial structure significantly.From the aspect of the region:(1) there are regional differences on impact of Agreement between Bidding-. Auction and Listing upon the industrial structure in different level of economic development area. The Agreement of the East has negative impact on the industrial structure bigger than the Midland’s, the Agreement of the West has positive impact on the industrial structure, the Bidding-Auction and Listing has positive impact on the industrial structure, which indicates the influencing trend gradually weakened from the East to the West.(2)there are regional differences on impact of Agreement between Bidding、Auction and Listing upon the industrial structure in different periods of fiscal region. The different periods of fiscal region have been divided into four clusters, according to the scale of land transfer income and its contribution to local finance income, and then it combines with clustering analysis method. The clusters stand for Ⅰ (land finance in developing stage), Ⅱ (land finance in less vigorous stage), Ⅲ (land finance in vigorous stage) and Ⅳ phase (post-land financial period) respectively. The empirical result shows that the more strong in area of land finance in vigorous stage,the more negative effects of the Agreement pattern upon industrial structure; the more strong in area of land finance in vigorous stage, the more positive effects of the Bidding, Auction and Listing pattern upon industrial structure.From the aspect of policy implementation:industrial land had been classified as the range of Bidding, Auction and Listing to solve problems of the supply of industrial land in 2007. The article attempts to examine the land policy that whether have different impact on the industrial structure, the result shows that the Agreement pattern has negative impact on the industrial structure gradually weakened, the Bidding、Auction and Listing pattern has positive impact on the industrial structure gradually strengthened since industrial land was classified as the range of the Bidding、Auction and Listing pattern, it means that the implementation of the policy to promote the evolution of industrial structure in China.Based on the study and put forward the following Suggestions:firstly, reform the related system and regulate the land transfer behavior of the local government; secondly, strengthen the management and allocation of land income; thirdly, improve the land supply market; fourthly, the government carry out different assignments and fiscal policies to different areas.
