| Under the condition of being free and opened, coastal tourism resources is both typical common-pool resources and the core of tourism attractions, which possesses the attributes of both public goods and tourism resources. Coastal tourism resources which being free and opened for a long time and staying in the early stages of tourism development, on one hand, is easily being effected by the regional economic and social conditions, and the governance often is slow and inefficient, which also can easily lead to more competition for resources and collective action in the risk of fall into the tragedy of the commons; on the other hand, coastal tourism resources has a strong plasticity at the mean time, which can improve governance effectiveness and promote sustainable development through a series of measures. This paper takes the Jiangshan Peninsula Tourist Resort and the Jing Islands Scenic Attraction in Fangchenggang city as the actual examples of free-opened coastal tourism resources,basis on the understanding of whose management mode and the process of being free and opened, it means to analysis the realistic problems about heavy governance burden, old management way and inefficient governance. Experiences and lessons learned on the domestic typical cases of free-opened tourism attractions from Beihai Silver Beach and Hangzhou West Lake, the paper advises to build the governance systerm of free-opened coastal tourism resources in three aspects: first, clarify the main responsibilities of the system supply agent; second, integration objectives and tasks of governance, and the third, establish relevant institution which can protect the system running. At last, the paper proposes some advice about promoting governance optimization:promote the transformation of industrial concept and tourism, innovative tourism development mode, perfect the relevant institutional constraints and so on. Hoping through those ways, can we achieve good governance of free-opened coastal tourism resources. |
