Cultivated land as one of the most important land resources, is the lifeline of human survival and development, is the basis of agricultural production and food security, is also an important guarantee for national economic security and social stability, its quantity and quality is related to the global strategic issues of Chinese social and economic sustainable development. Recent years, with the rapid development of economy, the process of urbanization is accelerating,due to the construction of occupation, agricultural structure adjustment, ecological restoration and natural disasters, and many other factors, the national cultivated land area is in a constant state of decline, the situation of cultivated land protection is very grim. Under this background, take the road of cultivated land use intensively is the only way to solve the problem of the current contradiction between people and land and food security.In this paper, based on the domestic and foreign relevant literature research and on the evaluation method of cultivated land intensive use, analyzes the current situation of cultivated land features of Changchun,and based on the characteristics of Changchun City,build the evaluation system of intensive use of cultivated land,use entropy weight TOPSIS model, the comprehensive scores of cultivated land intensive utilization in six counties(districts) of Changchun city from 2006to2013 were calculated, according to the evaluation results, the time characteristics of the intensive use of cultivated land in Changchun city were analyzed;at the same time, based on ArcGIS platform,use the space analysis module in the software, analysis the spatial difference of cultivated land intensive utilization in Changchun City.At last, according to the result of the time characteristics and spatial difference of cultivated land intensive use in Changchun City, on how to promote the intensive use of arable land in Changchun City made some recommendations.The main results of the paper:(1) Overall conclusion of evaluation of cultivated land intensive use:according to the evaluation results of the intensive use of cultivated land in Changchun city from 2006 to 2013, the distribution of cultivated land intensive use in Changchun city is relatively average,the six study areas of Changchun’s integrated intensity average scores which unmber is more than 0.7、between 0.3and 0.7、less than or equal to 0.3 is two, each accounted for 33.33%; which has the highest intensity is the central city(0.771213),next is ShuangYang(0.702617); which has the lowest intensity is Nong’an(0.165276), next is YuShu(0.244369); The average level of cultivated land intensive use on the study from high to low is that: Central city>ShuangYang>DeHui>JiuTai>YuShu>Nong’an.(2) The conclusion of the time characteristic analysis on cultivated land intensive use : the temporal variation characteristics of cultivated land use intensity in Changchun city in 2006-2013 years showed great difference, throughout the study period, according to the beginning and end of the period results of the cultivated land intensive use evaluation, the intensive use level of Central city remains unchanged, ShuangYang、YuShu and Nong’an overall have a upward trend, JiuTai and DeHui showed a downward trend,between the two JiuTai dropped dramatically, DeHui had a slight decline; according to the fluctuation of counties(districts) in the evaluation period, divided the change of cultivated land intensive use time in Changchun into two categories, the first category is more obvious areas of change, include Central city 、 ShuangYang 、 JiuTai, the second types of areas for change is relatively stable,which includes DeHui、YuShu and Nong’an.(3) Conclusion on the analysis of spatial difference of cultivated land intensive use: From the whole space, the situation of intensive use of cultivated land in Changchun city generally shows the trend of attenuation from the urban area to the periphery of the city, it has been proved that the degree of intensive use of cultivated land is closely related to the development of economy and the progress of urbanization; From the local distribution of intensive use of arable land, areas with high level of cultivated land intensive use are central city and ShuangYang, they are in the south of Changchun city; areas with middle level of cultivated land intensive use are JiuTai and DeHui, they are in the central section of Changchun city; areas with low level of cultivated land intensive use are YuShu and Nong’an, one located in the northeast of Changchun city and the other is in the western. The main reasons for this difference are the geographical position of the counties(districts) in Changchun City, the natural conditions of the cultivated land, the level of capital investment,the level of urbanization, the degree of social and economic development, and so on.(4)Suggestions on promoting the intensive use of cultivated land:According to the actual situation of Changchun City,combined with the study of cultivated land intensive use of time characteristics and spatial difference analysis, from these four aspects respectively, improve the efficiency of cultivated land use, strengthen the protection of basic farmland、improve the overall urban planning, reasonably adjust the construction land layout、strengthen scientific and technical input, improve the comprehensive benefits of farmland、give full play to the government functions, implementat the relevant policies and work,made recommendations to promote the intensive use of cultivated land,in order to provide reference for the policy guidance of the intensive use of cultivated land in Changchun city in the future.
