At present, Chinese economic have developet into three superimposed stage, the rapid development of clean energy, the gradual transformation of the energy structure, along with the reform of electric power system, provincial electric power scientific research enterprises face unprecedented historical opportunity for development. At the same time, with the rapid development of new technology and market gradually opening up, new competitors have been established, the trend of market competition intensified, provincial electric power research and development enterprises also faces unprecedented challenges. Facing the broad market prospects and an increasingly competitive environment, provincial electric power scientific research enterprises, especially established power scientific research enterprises how to the opportunities and challenges coexist formulated development strategies suited to their own, seize the opportunity, enhance strong points and avoid weaknesses, realize the enterprise sustainable development, is related to the priority of enterprise long-term development and survival.This paper takes the S Institute as an example, analyzes and discusses the opportunities and challenges facing the development of provincial electric power research enterprises, and combining with the actual situation of enterprises, the research and development of enterprise development strategy. In this paper, first of all to the enterprise strategy management theory, especially enterprise development strategy theory is summarized, then the use of PEST analysis method of Provincial Electric Power Research Institute (EPRI) facing the macro environment are analyzed, the use of Porter’s five forces model, has carried on the system analysis to the industry competition structure and situation, is proposed to predict the trend of development of the industry, find out the opportunities and challenges facing the development of Provincial Electric Power Research Institute (EPRI). And through the enterprise organizational structure, human resources, resources and capabilities, and other aspects of the diagnosis, to find out the advantages and disadvantages of the enterprise. Finally, through the SWOT matrix of Provincial Electric Power Research Institute (EPRI) development strategy factors were concluded and summarized, on the basis of a comprehensive analysis and evaluation, and puts forward the development strategy of Provincial Electric Power Research Institute (EPRI), and accordingly established the S hospital development strategy for the implementation of key measures and landing.This paper tries to find out the basic countermeasures to realize the sustainable development of the state-owned enterprises in the market competition environment. According to the strategy of sustainable development of S hospital analysis, strategic choice, strategy implementation, and puts forward the research Provincial Electric Power Research and development enterprises is the fundamental way is to follow the path of specialization, marketization, industrialization and vertical integration of the road.
