Internet of things as an important part of a new generation of information technology industry, it is profoundly changing the human production and way of life. In order to speed up the Internet of the core technology research and development innovation,industry-university-research-application(IURA) is becoming the important way to cultivate Internet of things(IOT) industry. In the complex production, with the cooperation relations,choosing the right partners is the basis and prerequisite to establish IURA.This study is focus on the research of IURA cooperation partner selection of IOT.Firstly, introduces the background and significance of this study, and put forward the research content, and introduces the basic concepts and theories, including the connotation of the IOT, transaction cost theory, integration theory, triple helix theory, etc.,through analysis the venture of IURA relationship, put forward the demand of selecting IURA partners. Secondly, introduces the method of partner selection. This study intends to choose the analytic network process(ANP), data envelopment analysis(DEA), grey relational analysis(GRA) to build mathematical model, preliminary establish the evaluation index system of IURA partner selection for IOT, building mathematical model based on ANP,and carry on the empirical analysis. Fourthly, further update and improve the partner selection evaluation index system for IOT, and establish the ANP, DEA, GRA three methods of combining the mathematical model. By ANP to calculate weight of the evaluation index, and screening of the evaluation index on to the next stage of computing;DEA model is applied to estimate relative efficiency value of each partners, and finished the first round of the sort. For those unsorted partners, using GRA to calculate correlation coefficient, then finished the second round of sorting, and achieved all the sort of alternative partners. Using ANP- DEA- GRA method combined subjective and objective factors, make the partners choose to be more objective, effective and comprehensive evaluation, this is also the innovation of this study. Finally, analyze the mathematical model calculation results and improvement suggestions. This study improved the use of ANP, so it can improve the effectiveness of the simple use of ANP method. And, using theDEA to analysis the evaluation results, and the providing the adjustment data of indicators,also providing improvement suggestions for candidate.The purpose of this study is to help the IOT enterprise according to the provided evaluation system and evaluation model to evaluate alternative object, help enterprise preferred choice of partners, reduce the risk of production from the source. Alternative partners can also according to the evaluation index weight targeted to improve their own ability, creating IURA relationship with opportunities, improve the efficiency of the matching degree between partners and synergy, save social resources, promote the upgrading of the IOT industry as a whole.
